Born in Feb. 1941 in Shanghai, advanced engineer. After graduation from the Navigation department Dalian Maritime College, he became a teacher. From 1965, he held the observance marine officer, the 3rdofficer and 2ndofficer, chief officer, ship master, vice GM and CPC secretary, GM, CPC committee member. He was the vice minister of Transport after 1995, the CPC panel member, the president of MSA. He was also the vice director of China Labor Protection Committee. In Feb. 2009 he was elected as the chairman of China Express Mail Association.
