Notice onRecommendation for Nominees for Youth Talent Support Project Program by CIN 2023

To all relevant units:
In accordance withManagement Approaches of China Association for Science and Technology (CAST) Youth Talents Supporting Program,Implementation Rules of CAST Youth Talents Supporting Program printed by CAST, and the relevant requirements ofManagement Approaches of the China Institute of Navigation(CIN)Youth Talents Support Program, we are initiating the recommendation process for the 2023 Young Talents Supporting Project of CIN. Below are the specific guidelines and schedules.
- Objectives
Our aim is to fully leverage the professional advantage within our institute's assemblage of "small peers" and high-level academic masters. We are committed to strengthen the role of discovering and recommending young talents, identify and support "rising stars" with significant growth potential at an early stage, provide funding, policies, and other forms of support for their scientific research, create a more relaxed environment, guide young talent to excel during their "golden period of research," establish a solid professional foundation, stimulate a sense of professional identity and belonging, and foster them into important reserve forces of maritime science and technology leadership with both moral integrity and innovative spirit.
- The requirement of the selected person
- The selected person should be in-service employees affiliated with member units of CIN.
- The selected person must be aged 32 or below (born after June 30, 1991). Female candidates can have an extended age, which may be extended by up to two years (born after January 1, 1989) with the approval of the CAST's review and approval committee.
- The selected person should have outstanding achievements and considerable growth potential in key disciplines, emerging interdisciplinary fields, and disciplines of national urgent need.
- The selected person should have clear and cutting-edge research directions or topics.
- The nominees’ unit or team should be able to provide matching funds and policy aid of at least a 1:1 ratio, collectively promoting the nominees’ growth.
- Support Mechanism
- Officially selected young talents by CIN will be incorporated into our young talent pool and receive a special fund. They will also be recommended as nominees for the 9th(2023-2025) Youth Talent Support Project of CAST based on their expertise and ranking.
- Nominees ultimately selected through the evaluation by CAST Innovation and integration Association of Societies will gain an annual grant of 100,000 RMB, this aid will support independent research topics, design, implementation, participation in high-level international academic exchanges, and roles in influential international non-governmental science and technology organizations. Those who pass the annual assessment and evaluation will maintain the support for three consecutive years.
- Self-funded nominees selected as youth talent support by CAST need to raise funds of no less than 100,000 RMB per year. The scope of fund use and the usage of the certificate are consistent with those for publicly funded nominees.
- Nomination Method and Process
- Each member unit of CIN is permitted to nominate a maximum of five nominees each.
- Self-recommended members of the institute must obtain recommendations and recognition from three peer-level high-level academic leaders, top experts, and heads of major projects or model technology.
- Submission Requirements for Materials
Member units and self-recommended members are requested to submit both paper and electronic versions of the nomination materials to the institute no later than July 25. Regrettably, we will be unable to accept late submissions. The nomination materials should include: 7 copies of the nomination form (including 1 original), 1 supporting evidence material, 1 commitment letter, and 1 confidentiality review certificate (in a self-drafted format). All submitted materials must not involve classified information.
