In order to standardize the selection of the excellent thesis award of CIN, improve the level of nautical science and technology research, encourage the majority of nautical science and technology workers innovation and research, strengthen academic moral construction, promote the high level of nautical science and technology self-reliance and self-improvement, and serve the implementation of the maritime power strategy, according to theMeasures for Science and Technology Award of CIN, theRules for the Selection of the Excellent Nautical Science and Technology Paper Award of the China Institute of Navigation(see attachment) are formulated. It is hereby issued to you and please implement it in light of the actual situation. The Measures of Excellent paper selection of CIN (Published by CIN [2013] No. 73) is also abolished.

Chapter 1 General Provisions
Article 1 In order to standardize the selection of excellent nautical science and technology paper award of CIN (hereinafter referred to as “the group”), improve the level of nautical science and technology research, encourage the innovation and research of the majority of nautical science and technology workers, strengthen the construction of academic ethics, promote the high level of nautical science and technology self-reliance and self-improvement, and serve the implementation of the strategy of a strong country of the sea, according to the According to theMeasures for Science and Technology Award of CIN, this selection measure is formulated.
Article 2 The nautical science and technology papers include:
(1) Articles on theoretical research in the field of nautical science and technology;
(2) Articles summarizing the experience of Marine scientific research and production practice with theoretical enhancement;
(3) Articles on new technology development or application of new technology in navigation.
Article 3 The secretariat of the group organizes and carries out the selection activity of excellent nautical science and technology paper award once a year.
Article 4 The scope of the outstanding Nautical Science and Technology Paper Award is in principle based on unpublished papers.
Chapter 2 Selection conditions
Article 5 The selection conditions of excellent nautical science and technology papers:
(1) Innovative, academic and practical;
(2) Comply with the code of academic ethics;
(3) correct argumentation, clear content, logical rigor, standard writing, and compliance with the requirements of text, length, number of copies, delivery time and delivery method;
(4) The dissertation meets the requirements of the latest version of the national standardRules for writing academic papers;
(5) The author attended the dissertation review and defense.
Chapter 3 Award Rating Criteria
Article 6 The excellent Nautical Science and Technology Paper Award is granted to the paper and its authors who deeply reveal the law of development of nautical science and technology and the law of nautical nature, systematically expound the nautical theory and safety, environmental protection, high efficiency and sustainable technology methods, scientifically summarize the practical activities of nautical production and reach the excellent level in innovation, technicality, practicality and standardization. It is divided into three levels, namely:
(1) First prize: the person whose theory reaches the international advanced level or the domestic leading level, and is expected to have a greater influence in the academic or scientific community. The research results are expected to be applied in a larger scope, and once applied in practice it is expected to achieve significant economic or social benefits;
(2) Second Prize: the person whose theory reaches the leading level in the industry, and is expected to have a certain influence in the academic or scientific community. The research results are expected to be applied within a certain range, and once applied in practice it is expected to achieve greater economic or social benefits;
(3) Third prize: the person whose theory reaches the advanced level of the industry, and is expected to have a certain influence in the academic or scientific community. The research results are expected to be applied, and once applied in practice, it is expected to achieve certain economic or social benefits.
If the theory reaches the international leading level, and is expected to have great influence in the academic or scientific community, and the research results are expected to be applied on a large scale, and once applied in practice, it is expected to achieve great economic or social benefits, which can be evaluated for the Grand Prize.
Chapter 4 Number of Awards
Article 7 The number of papers of each award level is determined according to the academic level reached by the participating papers (That is, papers that have passed the initial evaluation by the professional committees, local nautical societies and other paper collection agencies) in each year in accordance with the criteria mentioned in Chapter 3. The number of awards for each level is usually controlled according to the following criteria and can be adjusted according to the actual number and quality of papers submitted: the total number of Grand Prize and First Prize shall not exceed 8% of the number of papers submitted (of which the number of Grand Prize shall not exceed 2), and the number of Second Prize and Third Prize shall not exceed 15% of the number of papers submitted.
Chapter 5 Thesis Review Expert Committee
Article 8 Duties and composition of the expert committee of dissertation evaluation
(1) The paper evaluation expert committee (hereinafter referred to as “the evaluation committee”) is formed by the group and is responsible for the selection of the excellent nautical science and technology paper award. The secretariat will draw up the list of evaluation committee and evaluation experts of each professional group according to the collection of papers, and submit it to the General Meeting of the Board of Directors for consideration and approval.
(2) The evaluation committee shall be composed of technical experts in all academic fields related to navigation, who in principle shall have senior professional and technical titles. The chairman and deputy chairman of it are set, and the chairman is in principle the executive vice director of the group. The number of members of it shall be at least 7 (odd). There are professional groups under it, with at least three experts and a group leader in each group.
Chapter 6 SelectionProcedures
Article 9 collection of papers
Every year, the group issues a notice for the collection of academic papers, puts forward the corresponding requirements for the submission of papers, and extensively collects papers from the society through the institute’s official website and other means. The authors shall submit their papers electronically to the secretariat of the group, or to the professional committees or local institute of navigation in accordance with the time limit required by the group. The submitted papers should not contain contents that endanger national and industry security, should not be suspected of plagiarism. The author shall be responsible for the disclosure of information and other acts that endangers national or industrial security or violates the rights of others for the author’s reasons.
Article 10 Preliminary evaluation of papers
(1) The preliminary evaluation of papers is entrusted to the professional committees and local institute of navigation. Each professional committee and local institute of navigation is responsible for the preliminary evaluation of the papers collected by them. The papers collected by the Secretariat will be distributed to the corresponding professional committees or local institute of navigation for preliminary evaluation according to the field or region of the papers.
(2) Each preliminary evaluation institution organizes experts to make preliminary evaluation from the aspects of innovation, academicity, practicality and standardization of the papers. The preliminary evaluation experts shall be experts with senior professional and technical titles in the professional field to which the papers belongs, and shall be recognized by the collection agency. Each paper shall be initially evaluated by at least two experts, who shall give quantitative scores to the papers with reference to the awarding criteria mentioned in Chapter 3 and make comments on the review. Each preliminary evaluation institution submits a written report to the Secretariat on the preliminary evaluation, including the organization of the preliminary evaluation, the list of participating experts, the list of recommended shortlisted papers, the ranking results and the review opinions, etc.
(3) After receiving the report, the secretariat will organize the review of the recommended papers, mainly including the normality and repetition rate, etc., and form a written report of the shortlisted paper proposal list and submit it to the paper review committee for review. After passing the review, the secretariat will issue the notice of the shortlisted papers for the annual academic conference, and the authors of the shortlisted papers are generally required to attend the annual academic conference of China navigation for communication and defense.
Article 11 Review of papers in groups
According to the different professional fields, the secretariat will assign the shortlisted papers to several professional groups, and the authors will communicate and defend during the annual academic conference of China navigation. Each group will arrange no less than three evaluation experts to conduct on-site evaluation and make quantitative scoring of the papers in the group, which will be hosted by the professional group leader. Each group of review experts will recommend the candidate papers for the award in their group according to the scoring situation.
Article 12 Final evaluation of papers
After the evaluation of the papers in groups, the evaluation committee will hold the final evaluation meeting of excellent papers, which will be presided over by the chairman of the evaluation committee. Each professional group will report the list of candidate papers of each grade recommended by this group, and briefly introduce the core content and the reasons for the recommendation of each paper. After full discussion, all the experts of the evaluation committee will select the Grand Prize, the First Prize, the Second Prize and the Third Prize papers by voting according to the proposed number of awards of each grade. Among them, the number of votes for the Grand Prize and the First Prize shall reach 2/3 of the total number of votes; the number of votes for the Second Prize and the Third Prize shall exceed 1/2 of the total number of votes.
Article 13 Validation, public announcement and release of evaluation results
The results of the evaluation by the evaluation committee, after being validated by the General Meeting of the Board of Directors, will be publicized to the society through the official website of the CIN, and the public display time shall not be less than 10 working days. Any organization or individual who disagrees with the results of the paper selection should submit in writing to the secretariat of the group in real name during the publication period of the award-winning paper, and the secretariat of the group will be responsible for the processing of the disagreement. After the period of public announcement, the secretariat of the group will announce the list of winners of the Excellent Nautical Science and Technology Paper Award.
Chapter 7 Award-winning papers recognition
Article 14 The group shall issue the certificate of “Excellent Nautical Science and Technology Paper of CIN” to the award-winning papers and award it.
Article 15 For the award-winning papers that have not yet been published, the author of the paper authorizes the publication and distribution in the journal sponsored by the group or its special issue (the collection of excellent papers of China navigation science and technology (xx years)) as a token of encouragement.
Article 16 The group recommends each unit to reward the authors of the award-winning papers and support them to continue to carry out relevant research and participate in academic exchange activities. At the same time, the group encourages each member unit to include the author’s award-winning status in the personal evaluation.
Chapter 8 By-laws
Article 17 The CIN shall be responsible for the interpretation of these measures.
Article 18 These Measures shall come into force from the date of publication. TheMeasures of Excellent Paper Selection of the CIN(Published by CIN [2013] No. 73) shall be repealed at the same time.
