Notice on the Application for Science and Technology Progress Award and Maritime Technology Invention Award 2023 of China Institute of Navigation

According to the relevant regulations and annual work arrangements of "the Science and Technology Award of China Institute of Navigation", the China Institute of Navigation(CIN) is now initiating the application and acceptance of the Science and Technology Progress Award and Maritime Technology Invention Award (hereinafter referred to as the "Progress Award and Invention Award") in the 2023 Chinese Navigation Science and Technology Award. The relevant matters are notified as follows:
I. Schedule
The due date of application for “Progress Award and Invention Award 2023” is September 15 (postmarked by express delivery), after which it will be processed as next year's application. Please be sure to have the application materials prepared and time management.
II. Award Acceptance
1. Items to be recommended for the Progress Award should be innovative achievements with independent intellectual property rights, also have achieved obvious economic or social benefits. The overall technology for applying for the award this year must have been applied and verified in practice for at least one year, that is, the overall technology application should be completed by December 31, 2021.
2. Items to be recommended for the Invention Award should have obtained authorized intellectual property rights. The overall technology for applying for the award this year must have been applied and verified in practice for at least one year, that is, the overall technology application should be completed by December 31, 2021. No more than 6 people to complete in general, and the first three should be in the recommendation list of major intellectual property rights.
III. Award Requirements
The recommendation and nomination of the Progress Award and Invention Award 2023 should see attachment 1 and 2, and before filling out, please read the requirements and instructions of Appendix 4 and 5 in detail. The specific requirements for submission of materials are as follows:
1. The supporting materials for the relevant evaluation of the recommended items need to be bound with the recommendation (or nomination); three copies of them (including one original);
2. 30 paper copies of the evaluation summary form for the recommended items (See attachment 3);
3. Related technical documents such as recommendation (or nomination), project research summary report, technical report, application report, economic and social benefit analysis report, project evaluation summary table (See attachment 3), the basic project information sheet (See attachment 6) and other evaluations that can support recommended projects, supporting materials, etc. need to be made into electronic files and be copied into a USB flash drive (three copies of them);
4.The content of electronic documents and paper materials should maintain consistency. And the application materials will not be returned after the evaluation. So if there are important documents, please backup them;
5. The recommended projects must have evaluation certificate issued by the provincial scientific and technological achievements of third-party evaluation agencies or CIN and other authoritative evaluation agencies, third-party authoritative certification body test, test certificate and national approval of the relevant industry requirements such as approval documents or evaluation materials. The relevant materials should be true and complete.
6. The ranking principle of recommendation of the main completers and the completion departments should be sorted by the contribution, consistent with the technical evaluation of the proof (acceptance check, evaluation) document. Where there is a dispute over the completer, completing department or intellectual property rights, no application of The Award shall be made before the dispute is resolved.
7. This year's declaration work will be carried out online in a timely manner. All departments are requested to pay attention to the subsequent notices and complete the online information filling as required. We will hold a training session on applying for awards and evaluating achievements in the near future. Welcome to participate at that time.
Ⅳ. Other Matters
1. According to the regulations on National Science and Technology Award and measures for science and technology awards of CIN, projects with the same technical content shall not be repeatedly applied for the same kind of awards in the same year, once found, the evaluation qualifications will be canceled;
2. Departments concerned and individuals should strengthen the construction of scientific ethics and academic conduct, follow a strict, rigorous, careful, and serious scientific and technological innovation work principle, advocate a scientific, rational, equal, and solid work style, and firmly prevent false innovation, pseudo innovation, and dishonest evaluation of scientific and technological achievements in project applications;
