All units concerned:

In order to establish advanced models among scientific and technological workers who have made continuous efforts, innovations and outstanding contributions in navigation science and technology, and to encourage them to show the enthusiasm and struggling spirt in serving national strategies such as “a strong maritime power nation” and “a country with strong transportation network”, CIN has decided to conduct the evaluation for the 2023 China navigation science and technology outstanding contribution figure award. The relevant matters of the application are hereby notified as follows:

1. Recommendation Scope

Individual Members of CIN, and scientific and technological workers of the unit members who made outstanding contribution to the maritime development.

2. Recommendation (selection) conditions
   1. The candidate should love the motherland, obey the law, support the leadership of the Communist Party of China, and have a strong sense of enterprise and responsibility;
   2. The candidate should have the scientific spirit of “dedication, innovation, truth-seeking and collaboration”, and decent academic style.
   3. The candidate should make outstanding contributions in the fields of navigation and satisfy the following conditions:

1. Those have made significant contributions to the development of maritime technology and the implementation of innovation-driven strategy, and has played a leading role in promoting the development of maritime technology and has gained high recognition in the field of related science and technology;
2. Those have acted as the main part of the projects and won the first prize at the provincial and ministerial level or above science and technology awards for many times;
3. Those have made significant discoveries or major theoretical breakthroughs in the field of natural sciences, engineering and technical sciences research, promoting the discipline or related disciplines. And their achievements are recognized by peers at home and abroad and have a significant impact on economic and social development or scientific progress;
4. Those have made important achievements in scientific and technological innovation, achievement transformation and high-tech industrialization, created significant economic or social benefits, and made significant contributions to the development of maritime industry and industrial economy;
5. Those keep innovating in the research and development and application of new products, new technologies, new processes, new equipment, new materials and new energy, developing core technologies with independent intellectual property rights, forming excellent products with strong market competitiveness and leading industrial development, and achieving significant economic or social benefits;
6. Those have had creative solutions to key technical problems in key industries, major projects, important scientific and technological research and important production techniques innovation, as well as the introduction of advanced technology, major production equipment or complete sets of technical devices at home and abroad, achieving significant economic or social benefits; and,
7. Those have achieved significant innovation in other scientific and technological fields, remarkably contributing to the maritime industry and economy.

3. The principles and methods of recommendation
   1. Strictly abide by the principles of "fairness, justice, openness and merit", and pay attention to achievements and social recognition;
   2. Candidates recommended by the unit should fill in the recommendation form (attached in Attachment 1) and submit relevant performance and supporting materials. If there is no recommendation unit, a recommendation form nominated by experts is required (attached in Attachment 2). There should be no less than 3 recommendation experts, and 2 of them should have senior technical titles and are not in the same work unit with the candidates.
   3. Each recommendation unit should examine the application form and related materials of the recommended persons, be responsible for the authenticity of the submitted materials. If two or more candidates are recommended, there shall be a clear ranking;
   4. For those who plagiarize or copy the results of others or provide false data or materials by other improper means to obtain honors, CIN will keep a record of reputation of the responsible recommendation units and relevant personnel. If the false materials are provided by the candidate himself or herself, it will be considered as scientific falsification and will be rejected by one vote.
4. Materials submission requirements
   1. Required materials for the recommending units or experts.

1. Recommending list for maritime science and technology outstanding contribution figure form CIN or experts with 3 copies.
2. The recommending unit shall provide a recommendation report, including the selection method of the recommended candidate, the expert review situation, the expert list of the recommending unit review group, the number of recommended candidates and the evaluation publicity, etc. The report shall be stamped with the official seal of the recommending unit; Candidates nominated by experts may not be required to provide a recommendation report.
   2. Required materials for candidates

1. The catalogue of major scientific and technological achievements;
2. The published papers and monographs (within five items, or one monograph, with copies of papers and monographs cited by others );
3. Main achievement evaluation certificate and intellectual property certificate;
4. Technical application documents;
5. Certificate of award for commendation;
6. Evidence of other achievements and contributions.

The patents applied should be the authorized ones. And the relevant standards and specifications regulated (amended) should be the official text that has been promulgated and implemented. The proof of economic or social benefits shall be affixed with the financial seal of the relevant unit.

3. To facilitate the evaluation, the above materials should be submitted as a booklet in the order of the recommendation units and candidates in triplicate with three copies in written form (including one original text), and one electronic version (packaged and submitted to the designated email address in the same order, the contents of which are consistent with the paper materials with the seal). The application materials will not be returned after evaluation.

5. Submission deadline

All recommendation materials are requested to submit to the Secretariat of CIN before April 10, 2023. The overdue documents will not be accepted.
