Notice on Collecting Major Scientific Issues, Engineering Technical Problems and Industrial Technology Problems of 2023

In order to further strengthen the forward-looking research and judgment of science and technology, lead the breakthrough of original scientific research, create a plateau of academic innovation, and promote the self-reliance and self-improvement of science and technology, the Institute, following the relevant requirements of theNotice of the General Office of the China Association for Science and Technology on Collecting Major Scientific Issues, Engineering Technical Problems and Industrial Technology Problems of 2023(Letter from the Office of the CAST [2023] No. 8), collect the global common concern in the field of cutting-edge scientific issues, engineering technical problems and industrial technology problems from domestic and foreign science and technology organizations and scientists. Relevant matters are notified as follows:
I. Collection time
From the publication date of the notice to March 15, 2023
Ⅱ. Content and field of the collection
Targeting the world’s science and technology frontier, the main economic areas, the major needs of our country, people’s life and health, we collect the frontier scientific issues, engineering technology problems and industrial technology issues in the field of navigation that have a leading role in the future development of science and technology. We focus on original and leading problems and key core technology problems, especially the major problems in the process of building a strong country in science and technology, transportation, shipping and digital China.
In principle, the scope of the collection covers all natural science and engineering technology fields, with emphasis on such basic science as mathematics, physics and chemistry, earth science (including deep earth and deep sea), ecology and environment, manufacturing science and technology, information science and technology, advanced materials, resources and energy, etc.
Ⅲ. Method of collection
Recommending units can recommend individually or jointly, and we encourage joint recommendation with corresponding foreign science and technology organizations and international experts. Each recommending unit can recommend 3 to 5 frontier scientific issues, engineering technology problems and industrial technology problems.
IV. Recommendation requirements
Each submission should include the problem title, the discipline to which it belongs, keywords, and the body of the problem (including problem description, problem background, recent progress, and significance). The length of the main text should be about 2000 words. Except for the title and keywords, which should be written in both English and Chinese, the rest of the text should be written in Chinese (Attachment 1). Submissions that do not follow the prescribed format will not enter the selection process.
V. Selection and Publication
Our Institute will set up an expert committee to select and evaluate the recommended problems through preliminary, re-election and final selection, and select the frontier scientific problems, engineering and technical problems and industrial technology problems in the field of navigation, and then submit them to the CAST.
VI. Work requirements
1. Deepen cooperation with foreign science and technology organizations, and encourage the united establishment of a mechanism for the collection and release of problems in their own disciplines and fields with foreign science and technology organizations.
2. Grasp the definition of problems, and put forward cutting-edge scientific problems, engineering and technology problems and industrial technology problems in the form of questions; focus on a specific “point” of one problem. In principle, the granularity of the problem should be refined to at least below the third level of a discipline; for the problems requiring both scientific principle innovation and engineering technology application innovation, further refinement can be considered. For cross-field, interdisciplinary and integrated problems, the application fields and scenarios should be considered according to the circumstances.
