Notice On Strengthening Press Release Work And Establishing Press Spokesman System

In order to thoroughly implement the deployment requirements of the central government on strengthening the news consensus work, further standardize and improve the press release work of China Institute of Navigation(CIN), and actively create a good public opinion environment, according to the relevant requirements ofOpinions of General Office of China Association for Science and Technology(CAST) on Further Strengthening Press Release Workissued by General Office of CAST (General Office of CAST, No. 31 [2022]), the following measures are formulated with the combination of the actual work of CIN:
I. General requirements
1. Give correct guidance to the public. We should deeply understand the decisive significance of “Two Establishments (refer to establishing Comrade Xi Jinping as the core of the Party Central Committee and the core of the entire Party, and establishing the guiding position of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era)”, firmly establish “Four Consciousnesses (refer to maintaining political commitment, thinking in terms of the general picture, following the core leadership of the CPC Central Committee, and acting in accordance with its requirements)”, strengthen “Four-Sphere Confidence (refers to confidence in the path, theory, system and culture of socialism with Chinese characteristics)”, and achieve “Two Upholds (refer to upholding General Secretary Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole, and upholding the Central Committee’s authority and its centralized, unified leadership)”. Besides, we should maintain unity, stability, encouragement and positive publicity as the main form, promote mainstream and spread positive energy. In this regard, a good public opinion environment will be created to build China into a country with strong science and technology, transportation network and shipping industry.
2. Adhere to openness and transparency. Taking openness as the norm and non-openness as an exception, we will establish a sound working mechanism and release news in accordance with laws and regulations. We should fully respect the rights to know, participate and supervise of scientific and technological workers and the public, strengthen information release, focus on interactive exchanges, and provide good service guidance.
3. Stick to respect rules. We should follow the news communication rules, strengthen innovation in ideas, institutions and means, grasp the timing, degree and effectiveness, enhance attraction and expression, and constantly improve news release level. In addition, we should plan, deploy and promote the press release together with the annual key work of the Institute, make good use of media, effectively strengthen team building, mobilize professionals to participate in so as to form a cohesive force.
II. Enrich the content and form of press releases
4. The content of the press release should be clarified. The press release of CIN mainly includes the following three aspects:
First, policy interpretation. Release and interpret important policies, documents and plans.
Second, positive publicity. Publicize and recommend new progress and achievements in the development of navigation science and technology, major activities and key work that have been organized and carried out, typical figures, maritime culture and navigation spirit in the new era.
Third, public opinion response. To the hot topics in the field of maritime science and technology concerned by the society, information should be released in a targeted manner to explain the situation, declare attitudes and clarify facts so as to resolve doubts and confusion and build consensus.
5. Be flexible with news publishing. Press release may take the following forms: hold press conferences, press briefings, etc.; invite the news media to attend relevant departmental work meetings or accept their interviews; send out press releases or answer reporters’ questions; release news information directly through the official website of the Institute or “Microblog, WeChat and News Client”. In addition, we will strengthen the planning, select timeline, make clear release form and organize release content according to the rules of communication, and expand the release scope and improve the communication effect through data, illustrations, cases and other simple and visualized ways.
6. Make good use of media platforms. It is necessary to meet the needs of qualified media to participate in news release activities, proactively provide materials and recommend experts, open up interview channels, and expand the influence and coverage of news release and policy interpretation. Moreover, we should strengthen the construction of the Institute’s website and platforms such as “Microblog , WeChat and News Client”, enhance the linkage with branches, important member units, nautical science education bases and other websites and platforms, speed up information updates, increase interaction and exchanges, and provide improved service.
III. Standardize press release
7. Clarify the management of news release. Under the leadership of the Party Committee of CIN, the press release work is organized and implemented by its Secretariat. Without the consent of the Secretariat, branches shall not in principle contact the media in the name of CIN to release news information or accept social media interviews. The news and academic information of the Institute organized and released by the Secretariat shall be reviewed and checked by relevant business departments. Matters involving major activities, sensitive issues, ideology, breaches of disciplines and other aspects must be reported to the Institute’s leadership for approval.
8. Establish press spokesman system. The deputy secretary general in charge of publicity is the spokesman of CIN. The responsibilities of the spokesman are: to be responsible for important news release work of the Institute, formulate news release plans, and release important news to the media; accept or arrange interviews with reporters; guide and coordinate the news release of branches. And branches shall identify the person in charge of press publicity and report to the Secretariat of the Institute, and actively participate in the press release work of the Institute according to its unified work arrangement.
9. Implement the responsibility of press release. The publicity leading comrades of CIN is the first person responsible for the press release work, grasping the keynote and direction of publicity and solving prominent problems in a coordinated way. The Academic Exchange Department of the Secretariat of CIN coordinates the work of public release, public opinion response and media communication, organizes all departments and branches of the Secretariat to jointly study the work of press release, formulates release plans and organizes major press release activities. All departments and branches of the Secretariat should take the initiative to consider publicity arrangements, take an active part in release activities, and timely provide coverage materials.
IV. Improve the press release guarantee mechanism
10. Strengthen the press release support mechanism. The Secretariat and branches should provide necessary conditions for spokesmen and comrades engaged in press release, and ensure that they attend important meetings at the same level, read important documents and participate in the disposal of major events. The Secretariat and branches should establish a coordination mechanism for press release and designate a person to take charge of press release, public opinion monitoring and new media operation. Training and exchanges in press release operations should be strengthened.
11. Establish public opinion monitoring and response mechanism. We should establish and improve public opinion collection, reporting, research and judgment and response mechanisms, and carry out online platform publicity and evaluation. The public opinion reporting process should be improved, and major public opinions should be submitted to the specific leader at the first instance. The systematic resources of the Institute will be fully mobilized, and authoritative experts will be actively organized to respond to hot issues and guide public opinion.
12. Establish a supervision and assessment mechanism. Press release as an important part of the implementation of the ideological responsibility system will be included in the annual assessment of the work of business departments and branches, and the assessment results will be an important basis for comprehensive evaluation. The Secretariat of the Institute will strengthen the supervision of the press release and report the poor work performance.
