All relevant units:
In order to meet the development needs of group standards in the field of navigation, to thoroughly implementRegulations on the Management of Group Standardsof the Standardization Administration of China and the Ministry of Civil Affairs, and to increase the effective supply of group standards, the second batch of soliciting group standards of China Institute of Navigation (CIN) in 2022 is now carried out for the whole industry in accordance withManagement Measures of the Group Standards of China Institute of Navigation.
I. Declaration principles
i. Application projects should be conducive to promote the results of maritime science and technology, including shipping, fishery, maritime, coast guard and other fields as well as waterway transportation, engineering, construction, service, management and other aspects. In addition, these projects should enhance products’ security, commonality and substitutability, improve the economic, social and ecological benefits, be scientific and effective, and have advanced technical indicators.
ii.Application projects should meet the requirements of relevant laws and regulations and should not contradict relevant national industrial policies.
iii. Application projects should be designed to meet the needs of the market and innovation, focus on new technologies, new industries, new business forms and new modes, and fill the gap in standards.
iv. The scope of the application projects includes navigation safety, port engineering, logistics engineering, intelligent shipping, ship mechatronics, waterway engineering, navigation remote sensing, ship design, offshore engineering, environmental protection, navigation support, communication and navigation, salvage and diving, marine economy, passenger and cargo transportation, ship management, maritime management, crew management, water transport management and other directions.
II. Declaration requirements
i. Enterprises, public institutions and social organizations qualified as artificial persons can apply for project approval.
ii. The main drafting units of the standard should have the service capability related to the standard content.
iii. The main drafter of the standard should have specialized technical knowledge, be familiar with the rules of standard writing, and have well abilities of organization and coordination as well as written skills.
iv. Units are encouraged to collaborate with industry, universities, research institutes and users to develop the standards.
v. Prior to declaration, units can check whether there are existing relevant national or industrial standards via websites including the Transportation Standardization Information Platform (http://jtst.mot.gov.cn/).
III. Declaration materials
Please fill in the list of projects of the second batch of group standards of CIN in 2022 in the format specified in attachment, and send the complete declaration materials to the contact person's email by July 15.
