Notice of China Institute of Navigation on holding 2021 National Science Popularization Day
Navigation science popularization education bases, professional committees, local navigation institutes , member units and relevant units of China Institute of Navigation:
In order to promote scientific spirit, spread scientific knowledge, inspire scientific dreams and aspirations, foster a culture of advocating science, and comprehensively improve the scientific literacy of the people, the institute will organize various navigation science popularization education bases, professional committees and local navigation institutes and member units to launch activities in accordance with the requirement in the “Notice on Holding 2021 National Science Popularization Day Activities” jointly issued by 13 ministries and commissions including China Association for Science and Technology, the Propaganda Department of the CPC Central Committee, Ministry of Education and Ministry of Science and Technology (CAST(2021) No. 25),. The activities of 2021 National Science Popularization Day will be carried out with the following details:
I. Activity theme and sub-theme
Theme:Make a good start of the new century and march towards high-level science and technology with self-reliance and self-improvement
Sub-theme: Start a new journey of navigation science and technology
2. Activity time
September 15-21, 2021 (the third week of September) is the period centering on activities. Activities can be conducted throughout the year according to the theme of national activities, combined with the sub-theme of the institute t.
- Main activities
During the activities of National Science Popularization Day, various kinds of science popularization activities will be carried out based on communities, enterprises and schools by mobilizing and organizing various forces and relying on units of the base..
(1). Carry out green and intelligent navigation popularization activities. Carry out green shipping and smart navigation popularization activities for the public, call on more citizens to love and protect the ocean, learn about navigation knowledge, spread ecological civilization, and enhance the awareness of protection and ecology.
(2). Carry out science and technology education activities for young people. With the help of education departments, various educational and scientific research institutions are mobilized to carry out various navigation science and technology education activities for teenagers inside and outside school with the brand of "National Youth Science Festival", so as to stimulate their dreams and aspirations of navigation science.
(3).Carry out joint action to popularize science and technology resources. Local science and technology departments should be united to mobilize scientific and technological workers from research institutes and research project undertaking teams to display scientific and technological project achievements for popularization, and vigorously promote scientific and technological resources to be popularized .
(4). Carry out water lifesaving emergency popularization and education activities. Popularize the relevant knowledge of water safety and water survival, improve the water safety awareness, self-rescue protection and emergency rescue ability of the public, especially teenagers.
(5). Carry out science popularization activities for enterprises. Mobilize shipping enterprises, ports and terminals to disseminate scientific knowledge in marine, shipping, green and intelligent fields and interpret advanced technologies and application achievements through open visits, exchange of experiences and expert explanations.(6). Hold open day of navigation science popularization education base. During the National Science Popularization Day (the third week of September), all bases will be open to the public and specially-assigned personnel will be organized to do a good job in explaination, so as to carry out high-quality science popularization and build the brand activity of Science Popularization Day.
(7). Carry out exhibitions related to navigation science and technology and navigation science popularization. Organize and carry out exhibition activities for the personnel in the institution and the public through the construction of characteristic science and technology culture wall, science popularization corridor, audio-visual education videos, combined with models and molds or existing equipment and facilities of the unit.
- .Carry out the "Cloud Navigation Science Popularization" activity. Online and offline integrated science popularization activities such as topic interaction, live broadcast and short video collection will be launched. Carry out online activities for different groups, and form the boom of network navigation technology propagation.
4. Relevant Requirements
(1) Filling requirements
1). Each science popularization education base and each specialized committee of the Institute shall fill in at least two pieces of valid information of activities as required within the set time;
- .In addition to filling in two pieces of activity information, each navigation science popularization education base shall publish at least one piece of online new media work of navigation science popularization through we-media ( personal website, official account, Weibo and other platforms), with no content restriction (such as H5, short video, picture, activity publicity, online interview, question and answer, graphic, etc.)
3). This work will be included in the annual assessment indicators for bases and specialized commissions.
(2) Activity requirements
1). Attach great importance to the national Science Popularization Day as an important work of self-reliance and self-improvement to stimulate the sense of innovation, serve high-level science and technology. Strengthen organization and leadership, strengthen coordination and cooperation, give full play to the role of National Science Popularization Day platform, highlight the value of science popularization in serving economic, political, cultural, social and ecological construction.
2). Give full play to the role of science and technology workers and provide them with better services for popularizing science . Coordinate all kinds of publicity channels at all levels to carry out all-round and multi-angle publicity and marketing through the combination of online and offline, traditional media and new media, so as to create a good atmosphere for everyone to engage in science popularization and for science popularization to benefit everyone.
3). Center on the theme of the Science Popularization Day, focus on the needs and expectations of the public, promote the Science Popularization Day activities in the form of pleasing to the public, with rich and varied content and new activities, so as to make them " down to earth and gather popularity”, penetrate into the grassroots level, serve the masses, and achieve practical results.
4).Carefully organize, practice thrift and diligence, strictly prohibit extravagance and waste, and ensure practical and efficient activities,resolutely prevent formalism and bureaucracy and completely eradicate going in for formalism.
5). Strictly comply with the local epidemic prevention and control requirements, and strictly implement the responsibility of the host units and places in accordance with the principles of "whoever holds the event is responsible". Offline activities should formulate epidemic prevention and control work plans, improve emergency response capacity, control the number of personnel, strictly manage personnel, avoid gathering of personnel, implement all prevention and control measures strictly and carefully to ensure safe and orderly activities.
5. Related matters
(1).Fill in the registration. Please register and log on the National Science Day Website (www.kepuri.cn) or download the Science Popularization China App (http://mtw.so/5Mzxm1) from August 16 to September 24, 2021 and fill in the activity information. All units should release the activity information to the society in advance through the National Science Popularization Day Website or the Science Popularization China App, so as to facilitate the public to inquire and understand, actively participate in, give feedback and evaluation. All National Institutions and Associations for Science and Technology of Provinces (autonomous regions and municipalities) are requested to do a good job of mobilization and manage the National Science Popularization Day through their websites. All kinds of online and offline science popularization activities shall highlight the activity brand, mark "2021 National Science Popularization Day" in an appropriate way, and use the logo of National Science Popularization Day and Science Popularization China.
(2).Improve information. All units are requested to timely supplement and improve the information and progress results of the activity through the website of the National Science Popularization Day or the Science Popularization China App before October 22, 2021, including pictures and videos of the activity and links to news reports. If carrying out network activities, the website information should be provided, so that the website operation organization of the National Science Popularization Day can cooperate with all units to further publicize and report to the society.
(3).Work summary. All units are requested to submit the summary materials of the Science Popularization Day on the website of the National Science Popularization Day before October 22, 2021. The association will complete the recommendation work of excellent activities on the website of National Science Popularization Day before October 29. China Association for Science and Technology and other organizers will carry out National Science Day activities, in accordance with activity indicators, such as organizational mobilization, quantity and scale, promotional events, highlights of effects, the recruitment of science and technology volunteer, joint operation, network activity, give praises to the units with solid work and outstanding achievements and activities with distinctive characteristics and significant results.
