Notice on the recommendation work of experts and volunteers in navigation science popularization
Member units, professional committees, provincial and municipal local navigation institutes and relevant units:
In order to thoroughly implement “the Guiding Opinions on Strengthening the Popularization of Transportation Science and Technology Issued by the Ministry of Transport”, promote the science service ability of the Institute, create innovative ways of science communication, and do a good job in the popularization of navigation science, technology and culture, according to “the Key Points of Work of China Institute of Navigation in 2021”, it is decided to set up Navigation Science Popularization Committee, and organize the work of recommending the first batch of navigation science popularization and communication experts and volunteers. The specific contents and relevant requirements are as follows:
1. Recommendation conditions
(1).To support the leadership of the Communist Party of China, resolutely implement the Party's line, principles and policies, keep to state laws and regulations and social ethics, and have the scientific spirits of "dedication, innovation, realism and cooperation", good scientific ethics and learning style.
(2).Be familiar with policies related to navigation and science popularization, with a wide range of knowledge and practical experience in science popularization, able to make suggestions for the navigation science popularization career, and take the lead to organize public welfare science popularization services for the public.
(3). Have a strong sense of mission and responsibility, and have time and energy to participate in the development of resources exploitation, training and teaching, consulting, evaluation and other works for navigation science popularization .
(4). Have strong organization and coordination ability and some social influence, and can guide and organize navigation science and technology workers, scientific research institutions, universities and enterprises to carry out science popularization work.
(5).Navigation science popularization experts are required to have senior professional and technical title or above; or engaged in research or management in relevant professional fields for more than 8 years, with rich experience in academic activities or practical experience of science popularization and strong working ability. Volunteers are required to be engaged in relevant science popularization work as a part time job for more than 3 years, and participate in planning, creating ,science popularizing, propagandizing and disseminating the works.
(6). In principle, candidates should be under the age of 60 (except senior experts). The term of employment is 3 years.
2. Job responsibilities
The main responsibilities of navigation science experts and volunteers are:
(1). Carry forward the spirits of navigation in the new era, comprehensively improve people's awareness of navigation, and increase their sense of identity to the navigation profession.
(2). Promote and expand the science popularization work of the Institute. Strengthen the top-level design and system construction of the science popularization work of the Institute, and make suggestions for the science popularization work of the industry.
(3). Participate in the formulation and implementation of the annual science popularization work plan of the Institute.
(4). Participate in the recommendation, assessment and identification of navigation science popularization education bases; Participate in the evaluation and consultation of science popularization awards, and provide independent, practical and objective advice or technical support.
(5). Promote the construction and development of navigation science popularization education bases and science popularization personnel. Encourage our research institutes, universities, enterprises and public institutions to develop and open high-quality resources for science popularization.
(6).Motivate science popularization creation. Focusing on cutting-edge scientific and technological progress and basic knowledge, pay attention to the combination of academic and science popularization, and disseminate the latest scientific and technological discoveries and innovative achievements to the public by leading to carry out or participate in the creation of science popularization and writing science popularization articles.
(7). Increase social awareness. In the form of exhibitions, lectures, consultation and other forms, we will make full use of newspapers, magazines, radio, television stations, multimedia and other means of communication to carry out innovative demonstration science popularization activities and form science popularization brands of industries or disciplines.
(8). Correctly guide public opinion, carry out emergency science popularization services for hot spots and public emergencies related to disciplines or industries, and interpret the scientific knowledge behind the events for the public.
- Recommendation channels
(1). Adopt the principle of "self-recommendation, unit recommendation and peer review" for recommendation.
(2). All units shall actively carry out the recommendation work and recommend suitable candidates according to the conditions. Fill in the "Recommendation Form for Navigation Science Popularization Experts and Volunteers of China Institute of Navigation” (see Annex)and stamp the official seal of the recommended unit. Individuals who are willing to engage in the propagation of navigation science popularization may apply and fill in the recommendation form through the unit. The same unit may recommend more than one candidate.
(3). All applicants shall be collected and registered by the secretariat of the Institute, and then submitted to the director's office for review. Those who pass the review will be appointed as the first members of the Navigation Science Popularization Working Committee.
4. Relevant requirements
(1). All units shall seal and scan the recommendation form (electronic version) and the original copy，then send tohhkp@cinnet.cnbefore October 20, 2021. The subject of the email shall be marked "Navigation science popularization +Contact person + Tel".
(2). The electronic version of "Recommendation Form for Navigation Science Popularization Experts and Volunteers of China Institute of Navigation" can be downloaded from the website of China Institute of Navigation://www.stickemin.com.
