Notice on the evaluation of navigation science popularization education base with a naming period of 5 years
Navigation Science Popularization Education Base of China Institute of Navigation:
According to “the Annual Work Arrangement of the Navigation and the Administrative Measures for Navigation Science Popularization Education Base of China Institute of Navigation” (CIN (2021) No. 53) (hereinafter referred to as the Administrative Measures), it is decided to evaluate the Navigation Science Popularization Education Base with a naming period of 5 years. The relevant matters are hereby notified as follows:
I. Evaluation object
By 2020, the navigation science popularization education bases with a naming period of 5 years officially named by the Institute:

II. Assessment content1. System and institution construction, including management organization, management system, work plan, full-time and part-time personnel team construction, funding guarantee, personnel training, etc.
2. Construction of Science Popularization Places and Facilities;
3. The construction of spreading and publicizing platforms, including the construction of external spreading channels such as websites, clients, wechat and Weibo, and the effect of other media publicity;
4. Science popularization activities with characteristics or great influence;
5. Achievements of science popularization work, including awards and commendations, science popularization projects , and selected national or industrial demonstrations.
III. Evaluation process1. Take the form of self-evaluation, expert evaluation and spot sampling.
2. Each unit shall write a summary of work according to the Notice and give a self-evaluation and score. The Institute shall organize experts to comprehensively evaluate the assessment materials.
3. Select some units randomly and organize experts for on-site inspection.
4. The evaluation results are divided into two levels: qualified and unqualified, and the total score below 60 is unqualified.Redistribute plaques and certificates to qualified applicants; Distribute the notice of rectification within a specified period to unqualified applicants, If they are still unqualified after rectification and examination, the name shall be cancelled, the certificate and plaque shall be taken back, and the applicants shall not apply for it again within two years.
5. The evaluation results shall be published on the website of the Institute and reported to the council meeting or standing council meeting after deliberation and decision by the board of directors authorized by the Council.
IV. Relevant Requirements
1. Write a summary of work in recent 5 years (2016-2020) (no less than 2000 words, pictures and links can be attached). It mainly includes four parts: First,the overall situation; Second, the main achievements and highlights; Third, deficiencies and problems; Fourth, how to improve next.
2. Fill in “the Self-evaluation Form of Navigation Science Popularization Education Base Evaluation” (attached).
3. Submission time: Before October 15, 2021, please send the “Summary of Work” and “Self-Evaluation Form’ (electronic version) together with the scanned copy (with official seal) tohhkp@cinnet.cn; The subject of the email is "Evaluation Materials of XX science popularization Base". If it fails to report or give their reasons within the time limit, it shall be deemed as abandoning the evaluation. According to the “Management Measures”, those who do not participate in the evaluation will have their names cancelled and shall not be declared within two years.
