Notice on recommending candidates for the Youth Talents Promotion Project of the Consortium of Innovation and Integration Society of China Association for Science and Technology
Member units and fellow members:
In accordance with the relevant requirements of China Association for Science and Technology's “Project Management Measures for Youth Talents Promotion Project” (CAST(2017)No.13) and “Implementation Plan for the Youth Talent Promotion Project of Consortium of Innovation and Integration Society”. China Institute of Navigation, as one of the sponsors of the Consortium of Innovation and Integration Society of China Association for Science and Technology, will start recommending candidates for the 7th (2021-2023) Youth Talent Promotion Project of China Association for Science and Technology from now on. The relevant matters are hereby notified as follows:
I. Scope and conditions of funding
1. Scope: staff members of all units of the China Institute of Navigation; Individual member of China Institute of Navigation.
2.Conditions:
(1).Aged under 32 (born after 30 June 1989);
(2).Focus on supporting youth talents undertaking national scientific research projects or major technological research tasks in the field of navigation (waterway transportation, marine and fishery);
(3).Focus on supporting youth talents under the personal guidance of "mentoring" by academicians, chief experts and academic leaders of relevant units in the field of navigation;
(4). The recommended youth talents need the supporting funds provided by their units to jointly promote their growth.
II. Amount of funding
Those who are selected as youth talents of China Association for Science and Technology will receive a special subsidy of RMB 150,000 each year for three consecutive years to carry out research training, recommendation and assessment, evaluation and summary work. After passing the annual assessment, the subsidy can be continued.
III. Recommendation requirements
1. Theapplicationunitshall organize qualified youth scientific and technological workers to apply according to the notification requirements; Applicants can apply through experts' real-name recommendation, unit recommendation, self recommendation, etc.
2. Each applicant shall be reviewed and recommended by no less than 3 peer experts, at least 2 of whom engage in the same research field as the applicants, and at least 1 of whom shall be a member of the promoting mentor team.
3. Candidates of Postdoctoral Innovative Talent Support Program of the Ministry of Human Resources and Social Security, Entrepreneurship Support Program for returned overseas students and others who belong to national talent programs are not allowed to apply.
4.The candidate recommendation materials should highlight the candidate's innovative achievements and contributions. The recommendation materials should be objective and accurate, its electronic version should be consistent with the paper version. For the recommendation materials filled in false, the "one-vote veto" will be implemented, and the credibility of the candidate will be recorded.
5. The candidate's recommendation materials shall not involve state secrets, and the candidate shall present the non-secret-related certificate by the work units.
IV. Requirements for submission of recommended materials
Applicants of each recommendation unit is requested to fill in the "Recommendation Form for Youth Talent Promotion Project of Consortium of Innovation and Integration Society of China Association for Science and Technology" (please see Annex), and submit the paper version (in 4 copies) and electronic version of the recommendation materials to the Secretariat of China Institute of Navigation before October 22, 2021. The delay will not be accepted.
