Notice on theapplication for Science and Technology Progress Award and Maritime TechnologyInvention Award 2021 of China Institute of Navigation

The application for Science and Technology Award of China Institute of Navigation 2021 has begun, in order to do well in this year's award application, according to the relevant requirements of the national science and technology awards and the relevant provisions of theScience and Technology Award of China Institute of Navigation(hereinafter referred to asThe Award), now the relative items are notified as follows:
I. The due date of application for “Science and Technology Progress Award and Maritime Technology Invention Award 2021” is September 15 (postmarked by express delivery), after which it will be processed as next year's application. The requirements can be downloaded and inquired through the website of China Institute of Navigation atwww.cinnet. Pleasebe sure to have the materials double checked.
II. Award Application instructions
The specific regulations of Science and Technology Progress Award and Maritime Technology Invention Award of China Institute of Navigation are described in the instructions forThe Award, the Technology Progress Award and the Technology Invention Award of China Institute of Navigation 2021, which were approved and released for implementation by the Ninth Standing Council of China Institute of Navigation.
III. Award Acceptance in 2021
1. Items to be recommended for the Science and Technology Progress Award of China Institute of Navigation: They should be innovative achievements with independent intellectual property rights, have achieved obvious economic or social benefits, and overall technical application should be completed by December 31, 2019. (This award is selected once a year, and no more than 100 items are awarded each time);
2. Items to be recommended for the Maritime Technology Invention Award: They should have obtained authorized intellectual property rights, with no more than 6 people to complete in general, and the first three should be in the recommendation List of major intellectual property rights. And the overall technical application should be completed before December 31, 2019 (This award is selected once a year, and no more than 10 items are awarded each time).
IV. Science and Technology Progress Award and Maritime Technology Invention Award 2021, the recommendation (see attachment 1, 2), please fill in the form in strict accordance with the requirements of Appendix 4 and 5. The specific requirements for submission of materials are as follows:
1. Three copies of recommended items in paper form (including one original), and the supporting materials for the relevant evaluation of the recommended items need to be bound with the recommendation;
2. 30 paper copies of the evaluation summary form for the Science and Technology Progress Award and the Technological Invention Award (See attachment 3);
3. Science and Technology Progress Award, Technical Invention Award related technical documents (including award recommendations), project research summary report, technical report, application report, economic and social benefit analysis report, project evaluation summary table (See attachment 3), the basic project information sheet (See attachment 6) and other evaluations that can support recommended projects, supporting materials, etc. need to be made into electronic files and be copied into a USB flash drive (three copies in one), the content and paper materials should maintain consistency. The application materials will not be returned after the evaluation.
V. The overall technology applied for the award 2021 must be applied and verified in practice for more than one year before being recommended.
VI. The recommended project must meet the requirements of the relevant provisions ofThe Award, with the provincial and municipal scientific and technological achievements of third-party evaluation agencies or China Institute of Navigation and other authoritative evaluation agencies issued to prove the level of scientific and technological achievements of the project, third-party authoritative certification body test, test certificate and national approval of the relevant industry requirements such as approval documents or evaluation materials. The relevant materials should be true and complete.
VII. According to the regulations on National Science and Technology Award and measures for science and technology awards of China Institute of Navigation, projects with the same technical content shall not be repeatedly applied for the same kind of awards in the same year, once found, the evaluation qualifications will be canceled.
VIII. The ranking principle of recommendation of the main completers and the completion unit: They are sorted by the contribution, consistent with the technical evaluation of the proof (acceptance check, evaluation) document. Where there is a dispute over the completer, completing unit or intellectual property rights, no application ofThe Awardshall be made before the dispute is resolved.
IX. Preparation for the online report and defense of the review shall be made for those who applied for the first prize and above. The defense projects need to be preliminarily examined, screened and confirmed by experts of the Award Review Committee of China Institute of Navigation before the meeting, and the defense time and location will be notified to the first completion unit or personnel of the project 10 days before the evaluation meeting.
The first completer of the evaluation results shall report online to defend and answer the questions from the judges.
X. The recommended materials of the applied projects are sent to the secretariat of China Institute of Navigation.
