China Institute of Navigation, revised Measures of the China Institute of Navigation Science and Technology Award promulgated and implemented in 2012 in accordance with the innovative spirit of state’s leading, supporting and deepening the reform of the science and technology award system and its latest requirements, on the basis of the actual situation of the navigation science and technology award work, and in line with the principle of making national science and technology award establishment systemized, in order to further improve and strengthen the work of Navigation Science and Technology Award, and give full leeway to technological innovation to guide and support economic, social and navigation development. After deliberation and approvement of the first standing Council of the ninth Council on April 22, 2020, it is printed and distributed to you. Please comply with and implement it

Measures ofthe China Institute of NavigationScience and Technology Award
Chapter I General Provisions
Article 1These measures are formulated in order to encourage the organizations and individuals who have made outstanding contributions in the activities of navigation science and technology progress, to stimulate the enthusiasm and creativity of navigation science and technology workers, and to implement national strategies such as “building China into a country with advanced science and technology”, “building China into a maritime power”, and “building China into a country with strong transportation network”, in accordance withthe Regulations on National Science and Technology Award,the Administrative Measures for the Establishment of Science and Technology Award by Nongovernment Sectors, andthe Detailed Rules of National Science and Technology Award.
Article 2 TheChina Institute of Navigation (CIN) Science and Technology Award (hereinafter called China Navigation Science and Technology Award in short) is approved by Ministry of Science and Technology of the People's Republic of China and national authoritative departments oriented to Science and Technology Award. It’s a comprehensive award that was established by CIN for the national navigation fields. The whole work of CIN Science and Technology Award is organized and managed by CIN, and is supervised and guided by the National Science and Technology Award Office, the China Association for Science and Technology, and the Ministry of Transport and other maritime related authoritative departments.
Article 3China Navigation Science and Technology Award is established on the principle of “respecting labor, knowledge, talents and creativity”. It advocates the spirit of independent innovation, continuous progress and courage to advance, and encourages unity and cooperation, joint endeavor in tackling key problems and collaborative innovation of Industry-Learning-Research-Application to promote the close integration of scientific research, technological development with the navigation development, the application and industrialization of high-tech navigation and the sustainable development of navigation.
Article 4The principles of openness, fairness and impartiality shall be adhered to in the recommendation, evaluation and awarding of the China Maritime Science and Technology Awards.
Article 5The application period for China Maritime Science and Technology Award is from March 15 to July 15. The specific arrangement shall be subject to the recommendation notice of the current year.
Chapter II Awarding Scope and Conditions
Article 6The China Navigation Science and Technology Awards include the Navigation Technology Invention Award, Navigation Science and Technology Progress Award, Navigation Science and Technology Contribution Award, Navigation Science and Technology Popularization Award and Navigation Science and Technology Excellent Thesis Award.
（1） The Navigation Technology Invention Award shall be awarded to the organizations and individuals who have gained significant technical inventions in the research and development of products, processes, materials, devices and systems in the field of navigation by applying scientific and technological knowledge.
The Navigation Technology Invention Award shall be awarded to those unprecedented or nonpublic, advanced, creative achievements with technical value, which have produced good economic, social and ecological benefits with extensive application prospects in the field of navigation.
The scope of The Navigation Technology Invention Award does not include technologies that rely solely on personal experience and skill and are not repeatable.
（2） The Navigation Science and Technology Progress Award shall be awarded to organizations and individuals meeting the following conditions:
1. They shall be those who have made great achievements in technological and theoretical innovation, accomplished high achievement transformation rate; their overall technical level and main technical and economic indicators have reached the international advanced technology level of the same kind; they have achieved significant social, economic and ecological benefits through popularization and application or practical test by playing their role as models, drivers and radiators in navigation scientific research, technological development and construction project;
2. They shall be those who have obtained innovative achievements and significant social, economic, safety and ecological benefits in the social public navigation science and technology projects and have made important contributions to the basic and forward-looking scientific and technological work and the scientific and technological progress of industry safety, environmental protection, scientific decision-making and management modernization;
3. They shall be those who have completed the project construction at a high level and passed the acceptance of legal engineering projects through promoting interdisciplinary and interprofessional technical cooperation and comprehensive application of advanced navigation science and technology in major national projects in the field of navigation, thus pushing the project reach advanced international level as a whole, and making it have a significant impact on the overall improvement of national economic construction, social development, scientific and technological strength and industrial development. Awards for national important engineering projects are only awarded to organizations;
4. They shall be those who have made a significant breakthrough in the viewpoints, methods and theories of achievements, played a significant role in the reform and development of navigation industry, and the scientific decision-making and management modernization, and produced significant social or economic benefits in the soft science research project.
（3）The Navigation Science and Technology Contribution Award includes the highest Navigation Science and Technology Award, the Navigation Science and Technology Outstanding Contribution Award, and the Navigation Youth Science and Technology Award.
1. The highest Navigation Science and Technology Award shall be awarded to navigation science and technology personnels who have made major theoretical and technological breakthroughs in the frontier of contemporary navigation science and technology, or have made outstanding achievements in the development of navigation science and technology, played a decisive technical role in the construction of major national projects, and created huge economic and social benefits in the innovation of navigation science and technology, achievement transformation and high-tech industrialization.
2. The Navigation Science and Technology Outstanding Contribution Award shall be awarded to the well-known and recognized navigation science and technology personnes who have made significant contributions and played a leading role in the development of navigation science and technology and the implementation of innovation driven strategy, or the innovation teams that have been persisting in continuous innovation and have won the first prize in science and technology of provincial and ministerial level or above for many times as the main person to have completed the project or organizations that have brought significant economic or social benefits in achievement transformation and high-tech industrialization.
3. The Navigation Youth Science and Technology Award shall be awarded to the excellent leading young talents who have make a significant breakthrough in the field of natural science research and navigation, or have made significant achievements in engineering technology, or have made outstanding progress in the promotion and transformation of scientific and technological achievements, scientific and technological management, and the popularization of science and technology with significant social and economic benefits, or have worked in the front line of scientific research and production for a long time to promote scientific and technological progress.
（4）The Navigation Science and Technology Popularization Award shall be awarded to organizations and individuals who have carried forward scientific spirit, popularized scientific knowledge, disseminated scientific ideas, advocated scientific methods, and made outstanding contributions to improving the public’s navigation scientific and cultural quality and promoting the development of navigation science popularization in activities such as science popularization management, publicity, creation and research; it shall also be awarded to the science popularization carriers such as related works, facilities and education bases that have formed their own systems and produced significant social benefits.
（5） The Navigation Science and Technology Excellent Thesis Award shall be awarded to the excellent theses and their authors, who have deeply revealed the development law of navigation science and technology and the natural law of navigation, systematically expounded the navigation theory and the safe, environment friendly, efficient and sustainable technical methods and scientifically summarized the practical activities of navigation production.
The theses applying for the Navigation Science and Technology Excellent Thesis Award shall be based on the theory and practice of navigation science and technology, with clear intention and standard writing norms, and have high theoretical value and practical guiding significance. They must have been officially published in domestic and international scientific journals or academic conferences conforming to the requirements of academic ethics and norms, without plagiarism or contents endangering national and industrial safety.
Article 7The China Navigation Science and Technology Award shall be awarded periodically with limited numbers.
（1） The Navigation Technology Invention Award shall be awarded once a year, with no more than 10 persons awarded each time;
（2） The Navigation Science and Technology Progress Award shall be awarded once a year, with no more than 100 persons awarded each time;
（3） The highest Navigation Science and Technology Award shall be awarded once every three years, with no more than two persons awarded each time;
（4） The Navigation Science and Technology Outstanding Contribution Award shall be awarded once every three years, with no more than 10 persons awarded each time;
（5） The Youth Navigation Science and Technology Award shall be awarded once every two years, with no more than 10 persons awarded each time;
（6） The Navigation Science and Technology Popularization Award shall be awarded once every two years, with no more than 15 persons awarded each time;
（7） The Navigation Science and Technology Excellent Thesis Award shall be awarded once a year, with no more than 100 persons awarded each time.
Article 8There shall be no award grades for the highest Navigation Science and Technology Award, the Navigation Science and Technology Outstanding Contribution Award, the Youth Navigation Science and Technology Award, and the Navigation Science and Technology Popularization Award .
The Navigation Technology Invention Award is divided into the first and second prizes, and the Navigation Science and Technology Progress Award and the Navigation Science and Technology Excellent Thesis Award are divided into the first, second and third prizes.
The special prize can be awarded to those who have made outstanding achievements in technology innovation, social and economic benefits, and the promotion of the scientific and technological progress of the industry according to the situation. No more than 2 awards will be awarded each year.
Article 9There shall be a limit on the number of persons who have completed the main projects for The Navigation Technology Invention Award, the Navigation Science and Technology Progress Award, and the Navigation Science and Technology Popularization Award
Each Navigation Technology Invention Award shall be awarded to no more than 6 individuals who have completed the project. Each special prize of Navigation Science and Technology Progress Award shall be awarded to no more than 30 individuals who have completed the same project , each first prize no more than 15 , each second prize no more than 10 , each third prizes no more than 5 , as well as each special prize for organization no more than 20, each first prize no more than 10, each second prize no more than 7 and each third prizes no more than 5. Each Navigation Science and Technology Popularization Award shall be awarded to no more than 10 individuals and no more than 3 organizations who have completed the project.
Chapter III Review Agency
Article 10The CIN Chairman Council (hereinafter called the “Chairman Council” in short) is the highest decision-making body for the China Navigation Science and Technology Award. The CIN Science and Technology Award review committee (hereinafter called “the review committee” in short) is responsible for the review of China Navigation Science and Technology Award. The CIN Secretariat (hereinafter called the Secretariat in short) is responsible for the daily management of China Navigation Science and Technology Award.
（1） Responsibilities of the Chairman Council:
1. Review and determine the list of experts and review committee members for the CIN Science and Technology Award;
2. Examine, instruct and supervise the review and make decisions on the major issues in the recommendation of Navigation Science and Technology Award, the handling of objections in the review, and the award review work.
3. Examine and approve the results of the review committee and determine the awarding list;
4. Improve the science and technology award system.
(2) Responsibilities of the review committee:
1. Be responsible for the review of the Navigation Science and Technology Award;
2. Report the review results to the Chairman Council;
3. Participate in the handling of related issues in the awarding work;
4. Put forward suggestions on major issues in the review work;
5. Put forward opinions and suggestions on the improvement of awarding and review work.
(3) Responsibilities of the Secretariat:
1. Be responsible for the daily organization, management and coordination of science and technology award;
2. Organize and undertake the examination of application materials for science and technology award;
3. Be responsible for the acceptance of relevant objections in the process of application and selection. Undertake the announcement and publicity of science and technology award results and relevant information, and the management of science and technology award materials.
Article 11The appointment system shall be adopted for the review committee members. The members are selected for a term of three years with no more than 2 terms successively in principle. The members of the review committee are selected from academicians, well-known technical experts, scholars and management experts in navigation and related fields. The review committee members should have rich and solid professional knowledge, strong comprehensive judgment ability, and senior professional and technical titles or equivalent positions, and be familiar with the development of science and technology in the field of navigation at home and abroad.
The review committee shall include one director and two to three vice-directors. The director of the committee shall be assumed by the chairman, or the vice-chairman designated by the chairman. Each year, the Secretariat shall select the candidates from the review expert database according to the specific situation of the application for the Navigation Science and Technology Award that year, and report it to the Chairman Council for study and determination. The review committee members shall be updated at least one fourth every year, with young and middle-aged experts and scholars accounting for a certain proportion. The annual review committee can be a comprehensive committee or a special committee for specific award. The number of special committee members shall be odd number with no less than 7 persons.
According to the needs of the review work, the annual review committee can set up several professional review groups whose members are composed of the review committee members. The professional review group shall include one leader, one deputy leader and several members, who are responsible for the professional preliminary review and submit the results to the committee for review.
If a member of the review committee are unable to attend the review meeting temporarily for some reason, they shall form written preliminary review opinions on the responsible application materials and report them to the Secretariat. With the consent of the chairman of the review committee, another committee members can be entrusted to express the formed review opinions at the meeting. If there is no suitable committee member to entrust, the director of the review committee shall decide to appoint another qualified expert as a reviewer.
Chapter IV Application
Article 12The award application may be reported step by step according to the source of tasks, or according to the affiliation relationship by the completion organizations; the award application completed by more than one organizations jointly shall be applied for by the first undertaking organization according to the affiliation relationship after reaching consensus through consultation.
Article 13Any organization or individual that meets the requirements specified in Article 6 of these measures can apply for the CIN Navigation Science and Technology Award.
Those who have won the National Science and Technology Award, Provincial Science and Technology Award or Science and Technology Award established by national social forces shall not apply for the China Navigation Science and Technology Award.
The achievements applying for award must submit complete and authentic evaluation certificates of scientific and technological achievements, testing certificates of authoritative organization and other approval documents or certification materials with clear requirements recognized by the CIN.
The application units and individuals shall provide a letter of commitment without dispute on the ownership of intellectual property rights. In case of any dispute, no application or recommendation shall be made for the review of China Navigation Science and Technology Award prior to the settlement of the dispute The award shall be revoked if it is obtained with concealment.
The same technical achievement shall not be submitted in different forms or names in the same year or to different award evaluation organizations for the same category of awards. Once the violator is verified, the qualification of the review will be cancelled and the award obtained will be revoked.
If those who fail to win the award after review want to apply again, they can apply the following year if they make a significant improvement and a substantial breakthrough in the following R & D activities and scientific and technological innovation compared with the previous applied achievements; otherwise they can not.
The new achievements modified after winning the China Navigation Science and Technology Award must make a significant improvement and a substantial breakthrough in the aspects of structural performance, raw materials, technique methods, etc. in scientific and technological innovation compared with the previous awarded achievements; otherwise, they cannot be applied for again.
Article 14The applying individuals shall be Chinese citizens who have made major creative contributions to the achievements, fruits or projects of the application. One of the following conditions should be met:
（1） to make important contributions to the projects or the overall technical schemes closely related to the achievements;
（2）to play an important role in solving key technologies and difficult problems;
（3） to solve important technical difficulties in the process of achievement transformation and make creative contributions;
（4）to make important contributions to the industrialization of high and new technology.
If a state functionary, as the main completer of the Navigation Science and Technology Award, participate in the application of award, he/she needs to submit the recommendation letter certificated by the application organization attached with detailed written materials, and truthfully state the technical contributions with signature in person.
Those who only engaged in organization management and auxiliary services in scientific research and technological development projects cannot be regarded as the main completer of the applied project.
Article 15The applying organizations shall have the qualification of an independent legal personality, provide technology, personnel, capital and equipment in the process of project research, development, production, application and promotion, and play their role in organization, management, and coordination in the completion of the applied achievements. Government departments at all levels shall not be regarded as the main completer of the applied project.
Article 16Those who apply for the China Navigation Science and Technology Award shall submit a recommendation letter of the declared project and the necessary certificates, supporting and explanatory materials in triplicate, and the electronic USB flash disk including recommendation letter of the declared project and the necessary certificates supporting and explanatory materials in triplicate. The application materials shall also meet other special requirements of the application notice.
The Nomination for the CIN Technology Invention Award,the Recommendation for the CIN Science and Technology Progress Award,the Recommendation for the CIN Science Popularization Award, the Recommendation for the CIN Science and Technology Contribution Award, and the Recommendation for the CIN Science and Technology Excellent Thesis Awardshall be filled in according to the prescribed format and content requirements, and the achievements, benefits and levels shall be realistic and supported by materials and evidence. The sequence of the major participants and organizations involved shall be consistent with the technical evaluation and other supporting documents issued by authoritative departments or organizations according to their contributions.
After receiving the above-mentioned materials, the Secretariat shall issue a material registration certificate and conduct formal examination on the submitted application materials. Those passing the formal examination shall be submitted to the review committee for review, while those application materials that are found not to meet the requirements after formal examination may be required to be supplemented and corrected by the main completers within the specified time. Those materials that are not supplemented or corrected within the specified time or still fail to meet the requirements shall not be submitted to the committee for review.
Certificates, supporting and explanatory materials include but are not limited to the following materials:
（1） Technology Invention Award, Science and Technology Progress Award and Science and Technology Contribution Award:
1. Systematic technical summaries, or the research summary reports, technical reports, application reports, test summary reports, economic and social benefit analysis reports of achievements and projects and the formed technical standards;
2. Intellectual property certificates;
3. Task instructions related to projects, fruits and achievements;
4. Third party technical evaluation certificates such as acceptance reports, evaluation reports of scientific and technological achievements, and novelty search reports of science and technology;
5. Technical standards of products and product test reports issued by testing institutions;
6. Application certification materials issued by the user for application in production or practice;
7. Certificates of economic, social, environmental and ecological benefits and tax payment certificates in the popularization and application of the products;
8. Paper project evaluation summary forms (applicable to Technological Invention Award and Science and Technology Progress Award) in 30 copies.
（2） Science and Technology Popularization Award:
1. Sample of books and electronic publications (latest version);
2. The certificates of the number of the number of copies issued and the number of reprints issued by by the press
3. Public references or application certificates
4. Certificates of the quality of popular science works;
5. Other supporting materials for the evaluation of popular science works;
6. Paper project evaluation forms in 30 copies.
Chapter V Review
Article 17The review shall adopt the joint examination system based on the examination and approval of application materials by the review committee members. The voting result shall be valid if more than two-thirds of all committee members attend the meeting.
For the review work of high working load and the awards that have specific professional categories, the review committee may set up a professional review group or appoint a chief reviewer to conduct preliminary review before the joint review, which can adopt such methods as decentralized and small-scale meetings and online review. The director of the review committee is responsible for the determination of the group leader, members or chief reviewer and the first chief reviewer, and the review group and the chief reviewer shall put forward written preliminary review opinions to the review committee. Generally, there are two to three reviewers.
Article 18If the first prize and above projects are simultaneous nominated for review by the review group or the majority of the main reviewers, the main applicants shall defend the award at the plenary session of the review committee.
Article 19A withdrawal system shall be applied in the review of China Navigation Science and Technology Award. The applicants shall not be selected as a member of the relevant special review committee in the year of application. If a member of the review committee has a personal stake with the main completer or application organization of the project, he / she shall report it to the chairman of the review committee, and withdraw in the process of the project discussion and review.
Article 20The method of open ballot shall be adopted in the project review by the review committee. The award of prizes without grades, special prize and first prize shall be approved by more than two thirds of the reviewers, and the second and third prize shall be approved by more than half of the reviewers.
Article 21The review committee members shall be responsible, impartial, fair, realistic and not follow the rules of affairs, adhere to good scientific and professional ethics, and shall not use the special status, working conditions and influence of the judges and staff members to facilitate the candidates to win prizes. Where the review involves national defense and national security, the requirements of laws, regulations and rules relating to guarding state secrets shall also be strictly observed.
Article 22The China Navigation Science and Technology Award shall be subject to the credit evaluation system. The review committee members and relevant staff shall strictly keep confidential the technical contents, review situations and various opinions in the review of the recommended projects, and voluntarily accept the supervision of the CIN, the participating units, the public and public opinion.
In case of violation of the confidentiality requirements of Article 21 and the above paragraph, the competent authorities shall circulate a notice on the matter and cancel the qualification of experts for evaluation, and in case of serious violation, the case shall be submitted to the relevant competent authorities for serious punishment in accordance with the law.
Article 23The China Navigation Science and Technology Award shall be graded on the basis of the degree of technological innovation and advancement, the economic, social, ecological and safety benefits resulting from popularization and application, and the role of promoting the development of the industry and the progress of science and technology. Specific reference is made to the following conditions:
（1） Technology Invention Award
First prize: It shall be granted to the project that is major technological invention initiated at home and abroad with unique technical ideas, makes significant original innovation in technical theories, principles and methods, and its main performance parameters, technical and economic indicators have reached the international advanced level of technologies of the same kind, and has promoted technological progress in relevant fields and produced significant economic or social benefits.
Second prize: It shall be granted to the project that is the major technological invention initiated at home and abroad, or has not yet been disclosed in spite of its previous existence, which promotes the technical progress in this field; or the project with unique technical ideas, makes significant original innovations in technical theories, principles and methods, and its main performance parameters, technical and economic indicators have reached the international advanced level of technologies of the same kind, and has promoted technological progress in relevant fields and produced significant economic or social benefits.
The special prize can be awarded to the special technological invention that is particularly prominent in original innovation, whose main technical and economic indicators are significantly better than those of technologies or products of the same kind at home and abroad, and has produced significant economic or social benefits,
（2） Science and Technology Progress Award
1. Technology development project
First prize: It shall be awarded to the project that makes a significant breakthrough in key technology or system integration with a high degree technical difficulty, whose overall technical level and main performance parameters, technical and economic indicators have reached the international advanced level of technologies or products of the same kind. It must be equipped with strong market competitiveness and a high degree of achievement transformation, play an important role in promoting the development of navigation industry, scientific and technological progress of the industry and the optimization and upgrading of industrial structure and have been applied for more than one year and have produced significant economic benefits.
Second prize: It shall be awarded to the project that makes a great breakthrough in key technology or system integration with a relative high degree of technical difficulty, whose overall technical level and main performance parameters, technical and economic indicators have reached the international level of technologies or products of the same kind. It must be equipped with relative strong market competitiveness and a relative high degree of achievement transformation, play an important role in promoting the development of navigation industry, scientific and technological progress of the industry and industrial restructuring and have been applied for more than one year and have produced great economic benefits.
Third prize: It shall be awarded to the project that makes a breakthrough in key technology or system integration with some degree of technical difficulty, whose overall technical level and main performance parameters, technical and economic indicators have reached the domestic advanced level. It must be equipped with market competitiveness and have finished achievement transformation, play a role in promoting the development of navigation industry, scientific and technological progress of the industry and industrial restructuring and have been applied for more than one year and have produced some economic benefits.
The special prize can be awarded to the major project with outstanding technological innovation, remarkable social, economic and ecological benefits, which plays an especially significant role in promoting the development of the industry and the progress of science and technology in the industry
2. Nongovernment projects
First prize: It shall be awarded to the project that makes a significant breakthrough in key technology or system integration with a high degree of technical difficulty, whose overall technical level and main performance parameters, technical and economic indicators have reached the international advanced level of technologies or products of the same kind with a high degree of achievement transformation. It must gain extensive application and have produced significant social benefits, and be of great significance to the development of science and technology and social progress.
Second prize: It shall be awarded to the project that makes a great breakthrough in key technology or system integration with a relative high degree of technical difficulty, whose overall technical level and main performance parameters, technical and economic indicators have reached the international advanced level of technologies or products of the same kind with relative high degree of achievement transformation. It must gain extensive application and have produced great social benefits, and be of historic significance to the development of science and technology and social progress.
Third prize: It shall be awarded to the project that makes a breakthrough in key technology or system integration with some degree of technical difficulty, whose overall technical level and main performance parameters, technical and economic indicators have reached the domestic advanced level of technologies or products of the same kind. It must finish achievement transformation, gained popularization and application in certain scopes of the industry and have produced relative great social benefits, and be of great significance to the development of science and technology and social progress.
The special prize can be awarded to the project with outstanding technological innovation, significant economic and social benefits, which plays an important role in promoting scientific and technological progress in the industry
3. Major Projects
First prize: It shall be granted to the project that makes a significant breakthrough in key technology, system integration and system management with unity and cooperation, and joint endeavor in tackling key problems with a high degree of technical difficulty and engineering complexity, whose overall technical level and main technical and economic indicators have reached the international advanced level of projects of the same kind. It must produce significant economic or social benefits, and be of great strategic significance to the development of science and technology in this field and the economic construction, social development or national security.
Second prize: It shall be awarded to the project that makes a great breakthrough in key technology, system integration and system management with unity and cooperation, and joint endeavor in tackling key problems with a relative high degree of technical difficulty and engineering complexity, whose overall technical level and main technical and economic indicators have reached the international advanced level of projects of the same kind. It must produce great economic or social benefits, and be of relative great strategic significance to the development of science and technology in this field and the economic construction, social development or national security.
Third prize: It shall be awarded to the project that makes a breakthrough in key technology, system integration and system management with unity and cooperation, and joint endeavor in tackling key problems with some degree of technical difficulty and engineering complexity, whose overall technical level and main technical and economic indicators have reached the domestic advanced level of projects of the same kind. It must produce significant economic or social benefits, and be of some significance to the development of science and technology in this field and the economic construction, social development or national security.
The special prize can be awarded to The national major project with outstanding technological innovation, significant economic and social benefits, which plays an important role in promoting scientific and technological progress in the industry
4. Soft Science Research Project
First prize: It shall be awarded to the project that is very difficult and complex in research, and makes a significant breakthrough in the scientific value and significance, viewpoints, methods and theories of the research achievements, and plays a significant role in promoting the reform and development of navigation industry, the scientific decision-making and management modernization. It must produce significant social or economic benefits, with significantly forward-looking and feasible research achievements and play a key role in government decision-making.
Second prize: It shall be awarded to the project that is difficult and complex in research, and makes an important breakthrough in the scientific value and significance, viewpoints, methods and theories of the research achievements, and plays a significant role in promoting the reform and development of navigation industry, the scientific decision-making and management modernization. It must produce great social or economic benefits, with highly forward-looking and feasible research achievements and play a key role in leader decision-making.
Third prize: It shall be awarded to the project that is relative difficult and complex in research, and makes a breakthrough in the scientific value and significance, viewpoints, methods and theories of the research achievements, and plays a relative important role in promoting the reform and development of navigation industry, the scientific decision-making and management modernization. It must have produced remarkable social or economic benefits, with relatively highly forward-looking and feasible research achievements and play a key role in leader decision-making.
（3） Excellent Science and Technology Thesis Award
First prize: It shall be awarded to the thesis whose theory has reached the international advanced level or the domestic leading level, and is expected to have a great influence on the academic or scientific circles, and the research achievements are expected to be applied in a relative large range and produce significant economic or social benefits once being applied to practice;
Second prize: It shall be awarded to the thesis whose theory has reached the industry leading level, and is expected to have a certain influence on the academic or scientific circles, and the research achievements are expected to be applied in a certain range and produce great economic or social benefits once being applied to practice;
Third prize: It shall be awarded to the thesis whose theory has reached the industry advanced level, and is expected to have a certain influence on the academic or scientific circles, and the research achievements are expected to be applied and produce some economic or social benefits once being applied to practice;
The special prize can be awarded to the thesis whose theory has reached the international leading level, and is expected to have an enormous influence on the academic or scientific circles, and the research achievements are expected to be applied in a large range and produce enormous economic or social benefits once being applied to practice
Chapter VI Supervision and Objection Handling
Article 24The review result passed by the committee will be publicized to the public through the portal website of the CIN after being examined and approved by the Chairman Council.
Any organization or individual who holds the objection to the candidates or candidate organizations for the Navigation Science and Technology Award in terms of the creativity, advancement, practicability of their project and the authenticity of the recommendation materials shall submit it to the Secretariat in writing within 30 days from the date of the public announcement. Upon expiration of the publication period, if the objection is not established, the evaluation result shall become effective.
Article 25The organization or individual who raises objections shall provide written objection materials and necessary supporting documents with their true identities. The individual who raises an objection shall sign his / her real name on the written objection materials. The organization that raises an objection shall affix the official seal of itself.
The Secretariat, the application organization and other relevant personnel involved in the investigation and handling of objections shall keep the identity of the objector confidential in order to protect their legitimate rights and interests. If it is necessary to make it public, the objector's opinions shall be solicited in advance.
Article 26Any objection shall be accepted in terms of the projects, the fruits, the achievement completers, and the innovation, the advanced, the practicability, the intellectual property rights of the project and the authenticity of the recommendation materials, or the individuals or organizations who have completed the project. The objection that is raised only to the recommendation award grade shall be transferred to the award recommendation organization for handling, which shall put forward written preliminary handling opinions within 15 working days and submit them to the Secretariat for examination and approval.
Article 27After receiving the objection materials, the Secretariat shall review the objection materials and their contents, and accept those conforming to the circumstances specified in Articles 26 and 36 of these measures.
Article 28It shall not be accepted, if the time for raising an objection exceeds the public notice period and the objection is raised anonymously, or if the objection is raised only for the level of reward and the objection content does not conform to the circumstances specified in Article 26 and article 36 of these Measures.
Article 29Upon acceptance,, the Secretariat shall send an objection investigation notice to the award recommended organization. Upon receipt of the notification of the objection investigation, the recommended organization shall complete the investigation and verification within 15 working days before reporting the result to the Secretariat in written form (subject to the date of postmark or express delivery). Those who fail to provide investigation verification and relevant supporting materials within the specified time shall be deemed to have given up the award and be responsible for abandoning the award
.Article 30After receiving the investigation and verification materials of the award recommended organization, the Secretariat shall put forward handling suggestions. If necessary, the Secretariat can organize an expert group to conduct investigation for handling suggestions. The objection investigation reports and handling suggestions shall be submitted to the Chairman Council for examination and approval.
Article 31The relevant personnel involved in the investigation and handling of objections must, in principle of seriousness, impartiality and seeking truth from facts, draw fair conclusions and bear in mind confidentiality.
Chapter VII Awarding and Management
Article 32The individuals and organizations that have won the China Navigation Science and Technology Award and their relevant information shall be published on the portal website of the CIN in the fourth quarter of each year.
Article 33The individuals and organizations that have won the China Navigation Science and Technology Award shall be awarded prizes and various certificates by the CIN.
Article 34In case of the reissue of the award certificates due to loss or other reasons, the party concerned shall state the reasons or circumstances in written form through the first application organization, and the Secretariat shall reissue it according to the circumstances after examination and verification.
Article 35Projects that have won the first prize or above of the China Maritime Science and Technology Award shall be included in the list of candidate projects for the recommendation of the National Maritime Science and Technology Award by CIN’s submitting it to the China Association for Science and Technology and the Ministry of Transport and other competent departments of the industry.
Article 36If an awarded project is reported to be fraudulent or plagiarized, the Secretariat will inform the project application organization to investigate, verify and report the result. If it is verified, the Secretariat shall organize the review and necessary reexamination, and the Chairman Council shall decide to revoke the award, recover the certificates, circulate a notice of criticism, and make an announcement on the website of the CIN.
Chapter VIII Supplementary Provisions
Article 37The maritime areas referred to in these measures include waterway transportation, marine and fishery industries, as well as such departments and organizations as Chinese Navy, coast guard and maritime law enforcement.
Article38These Measures shall enter into force as of the date of promulgation, and theMeasures of China Institute of Navigation Science and Technology Awardpromulgated in 2012 and the relevant provisions previously issued in conflict with these Measures shall be abrogated simultaneously.
