Changsha has implemented the demonstration project of urban green freight and distribution. In the past five years, the number of purely electric freight distribution vehicles in the city center has increased by 6.9 times, and the ton-kilometer transport cost of urban distribution vehicles has reduced by 18.73% ; Yueyang anchorage shore power demonstration project was completed and put into operation, with 278 ships' electrical facilities upgraded; Zhuzhou put into use the intelligent trams, reducing the interweaved impact of the of buses and private vehicles, and the comprehensive transportation costs... In recent years, Hunan has continuously acted on the concept of sustainable development, and the level of intensive, green and intelligent development in transportation has been significantly improved.
Hunan transport system implements the guiding principles embodied in President Xi Jinping's congratulatory letter to the Global Sustainable Transport Forum, moves forward towardsthe vision of enjoyable travel for passengers and smooth transport of goods. The province aims to build a sustainable transport system that is safe, convenient, efficient, green, economical, inclusive, and resilient, continuously enhancing the scale, coverage, and accessibility of integrated multidimensional transportation networks.
Linking up the 'last mile' of rail-water intermodal transport
The Inland waterway navigable length in Hunan Province is about 12,000km, ranking 3rd across the nation. In order to effectively leverage the advantages oflarge capacity and low cost of waterway transport, the transportation departments in Hunan has continuously strengthened the construction of port cargo distribution and transport system, linking up the "last mile" of rail-water intermodal transport.
Last September, the Chenglingji Songyanghu Railway Siding in Yueyang opened to traffic, in support of the transportation sector adjustment in the Yueyang area and the Yangtze Economic Belt. At the end of July this year, Changsha's first port railway line officially opened to traffic, achieving seamless integration between the port railway and the Beijing-Guangzhou trunk line. In August of this year, Hunan Provincial Port Shipping and Water Resources Group Co., Ltd was inaugurated, which will advance the major integration of ports, shipping, and water conservancy around the province, build major transportation hubs, and form a port system that can complement one another among different port areas, efficient road-rail-water intermodal transportation, and seamless integration of industrial development and its port areas can complement respective advantages.
Hunan will continue to accelerate the promotion of bulk cargo transportation from road to railway and waterway, advance the development of transportation modes such as multimodal transport, break bulk to container conversion, external containerization and internal distribution. The province will also accelerate the expansion project for new Changsha-Zhuzhou section of Beijing-Hongkong-Macao Expressway. By 2025, the government will strive to increase the province's railroads and waterways freight volume by 10% and 12% respectively compared to figures in 2020, and increase the annual growth of volume of container rail-water intermodal transport by over 15%.
County delivery costs for passenger and freight mail have decreased in pilot areas.
In recent years, Hunan Province has been sticking to the strategy of prioritizing the development of public transportation, and the effects of creating a bus-friendly city are obvious. By the end of 2022, the province had a total of about 33,000 public buses and electric vehicles, with the proportion of new energy buses reaching 97.48%. 122 counties (cities, districts) have achieved comprehensive interconnection of transportation smart cards.
Many areas in Hunan are expanding the functions of public buses to carry agricultural products into the city and industrial goods to rural areas. Traditional bus stops are being upgraded with supermarkets, post offices, and more, in a big push to integrate passenger and freight transport with mail services. Seven pilot counties, including You County, Miluo, and Linli, have achieved 100% access to incorporated villages and eligible natural villages for passenger, freight, and mail (express delivery) services. The average distribution cost has decreased by over 20%, and rural express delivery volume has increased by 10% year-on-year.
In the coordinate system of sustainable transportation, traffic safety is a bottom line that must be firmly adhered to. In 2021, Hunan Province implemented a "one meeting, three cards" system for key road and waterway construction projects. Corresponding construction risk control and emergency response measures are printed on portable small cards according to different types of work and operation positions, and each frontline construction worker has a card to review at any time.
In terms of road transportation, the Hunan Provincial Department of Transportation is exploring the establishment of an intelligent supervision system for "two passengers and one danger" vehicles, connecting to the national key operating vehicle networking and control system, covering the business applications of provincial, municipal, county road transportation management departments, and transportation enterprises. As of now, the province has built 479 non-stop overweight detection points on ordinary highways, accounting for 80% of the planned total, and achieved full intelligent supervision coverage for 26,000 "two passengers and one danger" vehicles.
