On January 21, the New Year's Eve, Li Xiaopeng led on-duty work in the Ministry, and connected with Henan Provincial Department of Transport, Shanghai G2 Jiangqiao Toll Station, "Dong Hai Jiu 102" ship of East China Sea Rescue Bureau, Sichuan Provincial Department of Transport, Hainan Maritime Safety Administration via video link to check epidemic prevention and control, service assurance, on-duty shifts and other work of transportation during the Spring Festival holiday and the Spring Festival travel rush.
Li Xiaopeng pointed out that General Secretary Xi Jinping’s speech via video link on the eve of the Spring Festival to extend greetings to the grassroots cadres and masses, especially the important instructions to the transportation system, fully reflected the great importance attached to the work of transportation and the care for the cadres and workers of the transportation system from the Party Central Committee with Comrade Xi Jinping as the core. It greatly boosted the morale of all transportation staff, greatly built the confidence of the majority of cadres and workers, injected a strong impetus and gathered a majestic force for striving to speed up the construction of a strong transportation country, and be the pioneer of China's modernization. We need to conscientiously study and implement the spirit of the important instructions of General Secretary Xi Jinping, work hard and dedicate to make new achievements, and do a good job in all aspects of transportation.
Li Xiaopeng stressed that the year of 2023 is the beginning year of implementing the spirit of the 20th Party Congress. As this year's Spring Festival was the first Spring Festival after we entered a new stage of the epidemic prevention and control in which we started to take covid-19 as “class B infectious diseases under class B management measures”, it is an arduous task to integrate epidemic prevention and control and safeguard transportation service. We must work hard to ensure that the people's safe and healthy, convenient and comfortable travel and ensure the smooth and orderly transportation of key materials during the Spring Festival holiday and the Spring Festival travel rush. First, we must raise the political stance. We need to formulate a deep understanding of the importance of doing the transportation work well during this year's Spring Festival holiday, and fully implement the supporting measures for the Spring Festival transportation service with higher standards, stricter requirements, and more accurate measures to reassure the Party Central Committee and satisfy our people. Second, we must adhere to the bottom-line thinking. Third，we must enhance service awareness, service capacity, and service level. We must strictly implement the 2023 comprehensive transportation work program for the Spring Festival holiday, coordinate epidemic prevention and control and ensure transportation security during the Spring Festival holiday to provide quality transportation services and enhance the capacity to keep traffic smooth. Finally, strengthening on-duty work. We must strictly implement the on-duty system which is supervised by leaders and lasts 24-hours a day, strengthen information reporting, do a good job of extreme weather warning prevention and mass travel guidance, timely and efficient emergency response to industry emergencies.
On January 27, the last day of the Spring Festival holiday, Li Xiaopeng led the on-duty work in the Ministry and hosted a summary meeting. He required to continuie in-depth implementation of the spirit of the important instructions of General Secretary Xi Jinping, to make solid and effective efforts to ensure a transportation services and epidemic prevention and control during the second half of the Spring Festival travel rush, to persistently grasp the safety production, and perform their duties.
During the Spring Festival holiday, national transportation industry functioned smoothly and orderly with a strong emergency security and stable security situation; the work of Spring Festival travel rush, traffic control, epidemic prevention and control, safety production, on-duty work ran solidly and effectively.
Li Xiaopeng stressed that in the first half of this year's Spring Festival travel rush, cadres and workers of transportation system conscientiously implemented the spirit of the important instructions of General Secretary Xi Jinping and the Party Central Committee's decision and deployment, did a solid and effective work in all respects, which provided sound services to ensure the people's safe, healthy, convenient and smooth travel as well as smooth transportation and logistics. Li Xiaopeng requested that all units should have a sense of responsibility that "always keep the thing in mind”, focus on seasonal changes and extreme weather, highlight key areas, key fields, weak links, and strengthen safety supervision as well as risk and hidden danger investigation and rectification to ensure a stable production safety situation in the industry.
