China Maritime Think Tank Held a Plenary Meeting of the Management Committee (expanded) and a Seminar on "Actions and Countermeasures for Low-Carbon Maritime Development".
On April 20, China Institute of Navigation (CIN) held a plenary meeting of the Management Committee of China Maritime Think Tank (expanded) and a seminar on "Action and Countermeasures for Low-Carbon Maritime Development " in an online and offline way, which were presided over by He Jianzhong, president of the Management Committee of the Think Tank, and Zhang Baochen, deputy director of the Management Committee. Huang Zhendong, Xu Zuyuan, Ren Maodong, Zhu Yingfu, Niu Xinqiang, Yan Xinping and other consultant experts were invited to attend the meeting.
The plenary meeting summarized the work of China Nautical Think Tank in 2021 and considered and adopted the work arrangement in 2022.
In his speech, He Jianzhong, the director of the management committee, stressed that the China Maritime Think Tank 2022 should achieve remarkable results in the following five aspects: Firstly, the research should be carried out around key selected topics such as the development path and countermeasures of intelligent shipping, how to promote the smooth development of the supply chains of global maritime industry chains under the new pattern of "double circulation" in the post-epidemic era, and how to achieve rapid island-forming and comprehensive utilization of environment-friendly remote islands and reefs, etc. we should take the advantages of the think tank's experts gathering and intellectual density, so as to form a theoretical, in-depth, enlightening and useful research to better serve the scientific decision-making of the Party and the government. Secondly, the infrastructure should be strengthened. Three national professional consulting teams for maritime safety emergency response, green and low-carbon navigation, and intelligent navigation will be established in order to improve the working mechanism of think tanks and international cooperation mechanisms with enhancing organizational capacity at its core. We will explore a mechanism of alliance cooperation and resource sharing, carry out collaborative research and decision-making consultation with relative units based on common problems. We will give full play to the vitality of member units and regional nautical institutes, and make joint efforts to promote the formation of high-quality research results; promote the internationalization level of the think tank around the implementation of major projects such as the International Union of Port and Maritime Science and Technology. We should strengthen the brand building, improve our service, continuously absorb the talents and give full play to the role of academicians, experts, scholars, industry masters so as to enhance the core competitiveness of the maritime sci-tech innovation think tank. Focusing on key and difficult issues in the development of Marine science and technology, experts were selected to conduct in-depth research and report. We should strengthen publicity and secondary development of think tank achievements. Focusing on research on key issues and progress tracking, we gradually build a distinctive think tank brand. Thirdly, we should give full play to the role of special researchers . We will focus on the researched topics, proposal achievements, exchange fronts, assessment mechanisms and so on to build a think tank of special researcher system with distinctive features. Fourthly, we will strengthen the management of maritime think tanks.We will enhance the function of the secretariat to support and promote the work of the think tank. We should give full play to the role of consulting experts, member units and branches of the society in the construction and work of think tanks. We should intensify the publicity of think tank achievements and experts' suggestions through the official website, Wechat, periodicals and other platforms. We should also broaden the coverage of "China Sailing Think Tank Advice". Fifthly, we should raise funds for think tank from more channels. On the premise of the public welfare essence, a diversified and stable funding mechanism for China Navigation Think Tank will be established.
At the meeting, Chu Beiping, vice president of Dalian Maritime University and Xu Sha, deputy secretary general of Shanghai Institution of Navigation addressed speech on the construction and think tank work of China maritime think tank Dalian Maritime University Working Committee and Shanghai Regional working Committee respectively.
At the meeting, He Jianzhong, director of the management Committee, conferred appointment letters on five representatives of the special research fellows of think tanks. Yang Bingdong, senior pilot of Pilot station of Huanghua Port, made a speech on behalf of the special researchers.
Yan Xinping, chief professor of Wuhan University of Technology and the academician of The Engineering Academy, Li Shixin, former inspector of the Maritime Safety Administration of the People's Republic of China, Li Ying, professor of Dalian Maritime University and academician of the Russian Academy of Natural Sciences, Cui Yuwei, director of the Social Science Information Department of China Classification Society, Sheng Shanxing, deputy general manager of China Merchants Shipping Operation Management Department, Ma Deliang, deputy general manager of Shandong Port Group, Zhu Jianhua, vice president of Waterborne Transport Research Institute of Ministry of Transport, Bao Zhangjing, vice president of China Shipbuilding Comprehensive Technical and Economic Research Institute, Peng Shitao, director of the Environmental Science Center of Tianjin Waterborne Transport Research Institute, and so on, respectively discussed and made suggestions on low-carbon maritime development from different perspectives.
