Work Report of the Third Council of the Ninth Session of CIN

Dear Members of the Board, Supervisors, Representatives and Comrades:

Entrusted by president He Jianzhong, I am now making a work report to the Council. Here I mainly report on the completion of main work in 2021 and the basic work ideas in 2022. Please review.

Work in 2021

The year 2021 marks the centenary of the founding of the Communist Party of China (CPC), the opening year of the 14th Five-Year Plan, and a crucial year for the establishment of a first-class institute. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we were committed to implementing the work plans of the China Association for Science and Technology (CAST) and the spirit of the second council of the ninth session of China Institute of Navigation (CIN), giving full play to the role of the Party and the government as a bridge linking maritime science and technology workers, focusing closely on the functions of the institute and the tasks of creating a first-class institute, uniting and leading the majority of members and marine science and technology workers, continuing to promote reform as well as scientific and technological services and innovation. In doing so, all aspects of work have been made new progress.

1. Strengthen the political and ideological leadership, and the Party building of the institute would be ushered in a new stage

Over the past year, the institute has always insisted on comprehensively leading the development of the institute with Party building, firmly fulfilling its political mission, and uniting and leading the majority of marine science and technology workers to enhance the “Four Consciousness”, strengthen the “Four Matters of confidence”, and achieve “Two Upholds”. First, the institute continued to strengthen the practice of arming the people with theory. It actively carried out the Party history learning and education activities of “learning Party history, understanding Party thoughts, doing practical things, and opening up a new situation”. We deeply grasped the spirit of General Secretary Xi Jinping’s important speeches on July 1 and the Third Science and Technology Conference, and organized group viewing of the conference celebrating the 100th anniversary of the founding of the CPC. The enlarged learning conference was held immediately by the center group of the Party Committee of the Institute online and offline and aimed to deliver the spirit of important speeches on July 1. The Party secretary and deputy secretary gave lectures in person, and all walks of organizations and Party members as well as cadres experienced an ideological and political baptism and refinement. which strengthened the ideological and action consciousness of keeping the original aspiration and taking on the mission. After the 2nd United Nations Global Sustainable Transportation Conference and the Central Talent Work Conference were held, the Party Committee of the Institute earnestly studied and implemented the spirit of the important speeches made by the General Secretary, and worked with the Party Committee of the Institute of Water Transport Science and Technology of the Ministry of Transport to carry out a joint learning theme Party day activity of “promoting water transport science and technology to achieve a high level of self-reliance and self-improvement”, actively guiding maritime science and technology workers to listen to and follow the Party, so as to pool strength to promote the realization of a high level of self-reliance in water transport science and technology. The second one is to further promote “Party building strengthens the institute”. The secretary of the Party committee presided over the formulation of the2021 Party Building Work Plan of the CINto promote the deployment, promotion and implementation of the annual key tasks of the institute. In accordance with the deployment of the Association of Science and Technology, the Party Committee of the Institute carefully organized the list of duties and tasks and the “negative list” of the content of the combing, forming an interlocking and cascading system for the performance of duties and responsibilities. We formulated and implementedthe work plan for the study and education of the Party history of CIN,combined with the project of “pursuing the red footprint and carrying out the characteristic activities of Party building strengthening the institute” of the Association for Science and Technology, and carried out the theme practice activity of “people’s hearts to the Party and self-reliance - from red ships to shipping powers”, in which we jointly review the red mark in the navigation field under the leadership of the Party, and jointly draw the “navigation chapter” of publicity and education to celebrate the centennial of the founding of the Party. In doing so, the institute could implement the requirements to comprehensively govern the Party with strict discipline, and ensure that Party organizations play a front-check role in major policy decisions. The Party committee held 5 meetings and the central group held 4 study activities, at the same time, the Party committee made 18 decisions on “decision-making on major issues, appointment and dismissal of important cadres, arrangement of important projects, and use of large funds issues” this year. In addition, the institute actively explored the establishment of a branch Party building contact system and strengthened the implementation of the full coverage of Party organizations in the spatial dimension in accordance with the “two full coverage” requirements of Party building work. The Party branch of the institute’s office vigorously guided all Party members to refine their Party spirit, set a sound example, and strengthen their responsibilities. By the end of November, a total of 15 activities such as branch meetings, organizational life meetings, and Party history learning and education meetings have been organized. Liu Guirong, Deputy Secretary of the Party Committee of the Science and Technology Association of the CAST, and Zhu Hong, Director of the 25th Steering Group of the Central Party History Study and Education, highly praised the Party building work of the institute when they attended the organizational life meeting of the Party branch in August. And comrade Yan Xiaobo, secretary of the branch, won the honorary titles of “Outstanding Communist Party Member of China Association for Science and Technology” and “Excellent Communist Party Member of the Party Committee of Science and Technology Association”. Third, the in-depth integrity self-examination was put into practice. The institute started from the business process, important posts, key projects, major issues and other key links to conduct a comprehensive investigation and analysis of the existence or possible risks and high-risk links to fight against the corruption in accordance with the requirements of the CAST upon conducting the investigation of integrity risks. We paid more attention to the relevant working procedures, audit processes and the work system and regulations and evaluated them item by item, and the key links of anti-corruption risk prevention and control were carefully analyzed. With this in mind, we took robust measures to strengthen the post risk warning and reminder, and the anti-corruption risk prevention list was formulated as well, which formed a complete closed-loop management of risk prevention and control covering all management levels and posts.

2. Strengthen the brand construction of academic exchanges and lead the development direction of disciplines

In 2021, the institute organized multiple influential academic exchange activities and put branding as the focus, internationalization as the breakthrough, diversification as the means, and synergy as the backbone. First, we successfully organized a series of academic exchange activities represented by the China Navigation Day Forum. The forum is a high-end international academic exchange brand created by the strength of many parties in the field of navigation, which will be led by the institute from this year onwards. With the strong support of the Ministry of Transport and the organizing committee of the forum, the institute joined its hands with the Kunming Municipal People’s Government, the Institute of Water Transport Science and Technology of the Ministry of Transport and the China Communications Construction Group Co., Ltd., would organize and plan carefully to signify new features and highlights, produce a positive and widespread impact to achieve better results. Affected by the pandemic, the main forum was held online. The China International Ship Technology and Safety Forum, the Port and Shipping Enterprise Development Forum, and the Forum on the Spiritual Connotation and Times Values of Maritime Culture have been held as scheduled, which all boasted with remarkable results. China International Seafarers Forum, River Basin and Sea Collaborative Governance and Development Forum, and High-quality Development of Inland Shipping Forum will be held in succession in the near future. Second, we co-hosted the 2021 Silk Road Maritime Transport International Cooperation Forum with Fujian Provincial People’s Government, and released the2021 Silk Road Maritime Transport Blue Book, “Silk Road Shipping” customs clearance service standards, and the eighth batch of “Silk Road Shipping” named routes, and held the launching ceremony of informatization platform and the awarding ceremony of the new members of “Silk Road Shipping”, which were reported by more than 50 central and local mainstream media such as Xinhua News Agency and People’s Daily Online, and the social response was sound. Third, we co-organized with Dalian Maritime University a forum on shipping finance to help the high-quality development of Northeast Asia International Shipping Center, and contributed to better serve the national transportation industry and the construction of Northeast Asia International Shipping Center. Fourth, we co-hosted with Dalian Municipal People’s Government and Dalian Maritime University upon “Building Green Shipping along the Belt and Road: International Forum on Arctic Shipping Safety and Sustainable Development in 2021”, which was attended by more than 200 experts and scholars from home and abroad, focusing on 2035 Arctic shipping vision, Arctic affairs and international cooperation, Arctic emergency security system, Arctic governance, etc. At the same time, the in-depth exchanges and discussions were conducted to actively contribute to China’s participation over the sustainable development of the Arctic. Fifth, we co-hosted the “Intelligent Shipping Industrialization and High-quality Development Forum” with the Water Transport Science Research Institute of the Ministry of Transport to discuss deeply the development trend and needs, development routes and relevant policy suggestions of the intelligent shipping industry and technology in conjunction with the CAST’s “Intelligent Shipping Industry Development Roadmap” project undertaken by the institute. Sixth, we co-hosted the Cross-Straits Symposium on Maritime Technology and Marine Engineering with seven organizations, including the Fujian Provincial Nautical Institute and the China Nautical Technology Research Association of Taiwan. While we conducted exchanges and discussions upon topics such as marine development and interconnection which would further promote the integration and development of maritime technology and marine engineering across the Strait. Seventh, the institute has undertaken the evaluation project of the classification catalogue of high-quality scientific and technological journals in the field of water transportation of the CAST according to the unified deployment of CAST. The project has been implemented as planned and a review committee attended by experts and scholars in relevant fields has been established. Meanwhile, we strived to form a graded catalogue of high-quality scientific and technical journals in the field of waterway transportation with a high degree of consensus on the basis of selecting relevant academic journals at home and abroad so as to actively guide its development. Eighth, the 2021 Annual Academic Conference of the CIN and Navigation Science and Technology Achievements Exhibition was held this afternoon, which further built a new cooperation and exchange platform of integrated development and horizontal combination based on the exploration of the mode of exhibition combination last year, and further created a new ecology of enterprises, universities, research institutes and end-users’ integration.

Over the past year, all professional committees have devoted themselves to studying and exploring new ideas, new technologies and new achievements in relevant fields, and carried out a number of academic exchange activities around their respective professional fields. The 4th Ningbo International Symposium on new energy technology held by the Special Committee on Ship Mechanics and electronics, the salon activity of “talking about shipping risk solutions from the perspective of shipping insurance” held by the Special Committee on shipping finance, the academic seminar on “China and the world connected by the Silk Road” held by the Special Committee on maritime history and culture, the “Xuelong 2” design and construction technology exchange meeting held by the Special Committee on polar navigation and equipment and the online seminar on “ship shore management of ship waste” held by the Special Committee on environmental protection and ecology have received good response.

3. Continuously improve scientific and technological services, and achieve remarkable results in subject research and technical consultation

Over the past year, the institute has focused on improving the level of scientific and technological services and building a high-level navigation think tank, and has served high-quality development with all-round, multi-level and wide field innovation and creation. First, we improved the network system of flexible think tanks. The institute constantly gathered innovative talents in marine science and technology to enrich the science and technology think tank of the institute by carrying out the academic exchanges, science and technology evaluation as well as other activities. We gave full play to the think tank top talents’ important role in the client policy suggestions and countermeasures research, social service and international communication. With this in mind, the institute has selected the first batch of 31 special researchers for eight major directions, including ship engineering, water transport engineering, maritime security, maritime law, technology and economy, safety and emergency, green environment protection and maritime culture, and arranged for them to undertake research tasks. Second, we helped to crack major issues and problems. Combined with the 2021 major scientific issues and major engineering problems of the CAST, the institute held a symposium on China Navigation Think Tank based on the recommendations of the professional committees, and recommended to CAST withHow to Break Through the Engineering and Technical Difficulties of Deep-Sea Navigation Equipment Manufacturing and Safety Guarantee,How to Implement the High Standardized Construction of Inland Rivers Especially the Green Ecological Waterway of Yangtze River,How to Build an Intelligent Shipping Ship-Shore Coordination System and Scientific Experiment FacilitiesandHow to Implement the Northern Section of the Beijing-Hangzhou Canal to Resume Navigation Through the yellow river project. After the preliminary online voting, expert review and final evaluation,How to Break Through the Engineering and Technical Difficulties of Deep-Sea Navigation Equipment Manufacturing and Safety Guaranteewas successfully selected as one of the top ten engineering and technical problems in 2021 by the CAST, and the institute was awarded the “2021 Outstanding Recommendation Unit” and “Excellent Organization Unit in 2018-2021” at the 23rd Annual Conference of CAST. The other three selected topics would be submitted to the relevant departments as products of China Navigation Think Tank. Third, we explored the spirit of navigation in the new era. The institute organized and carried out research on the spirit of navigation in the new era through various forms, and formed suggestions of the Chinese Navigation Think Tank withVigorously Carry Forward the Spirit of Navigation in the New Era, which concisely put forward the elements of nautical spirit in the new era: we rise up to the difficulties and challenges, work hard, dare to explore and charge the lead, pursue to be realistic and pragmatic, be bold in scaling heights and facing risk, bear our duties, be good team players, pull together in times of trouble, pursue excellence, devote ourselves to work and serve the people, which is not only a concrete action to deeply study the Party’s history, be loyal to the Party and practice the great Party building spirit, but also an important achievement to learn from the past and know the present wisely from the “Four Histories”. At present, the think tank suggestions have been submitted to the General Office of the Central Committee, the General Office of the State Council, the Central Foreign Affairs Office, the CAST, the Ministry of Transport, the Ministry of Industry and Information Technology, the Ministry of Education, the Ministry of Agriculture and Rural Affairs, the Ministry of Foreign Affairs, the Ministry of Culture and Tourism, the Central Propaganda Department, the Ministry of Natural Resources , the Navy and more than a dozen departments. Fourth, the multi-party linkage research has yielded fruitful results. With the support of the supporting units, each branch has carried out research projects in a great number, aiming at the needs of industry and local development, relying on regional characteristics and disciplinary advantages. The Maritime Remote Sensing Special Committee, together with Shanghai Maritime University, participated in the special research on the demonstration of maritime search and rescue needs for major science and technology projects of the Ministry of Science and Technology, and provided technical consultation and services for the research and development plan and content of the “14th Five-Year Plan”. The Lock Committee of CIN has carried out the research work of theInvestigation and Research on the Smoothness and Safety Management of Navigation Buildingsand2021 National Ship Lock Industry Development Report. The Environmental Protection and Ecology Special Committee actively researched and summarized the new progress of the discipline, and compiled theReport on the Development of Shipping Environmental Protection and Ecology Discipline. The Special Committee on Container Transport released theReport on the Development of Container Transport. While the Water Transport Management Committee has released a series of research results on port and shipping development, including theGlobal Port and Shipping Informatization Development ReportandGlobal Port Development Report. Fifth, we performed our duties and gave advice and suggestions. Focusing on promoting the high-quality development of inland waterway shipping, president He Jianzhong organized experts over the maritime industry to study and put forward suggestions on strengthening the guarantee of financial capital base, issuing central bonds for the construction of Yangtze River shipping, increasing investment in scientific research and innovation, and building an innovative project of “a new generation of inland waterway shipping system”, which was submitted to the national “Two Sessions” as a proposal this year. The institute participated in all major activities organized by the Ministry of justice and the National People’s Congress on the revision ofMaritime Traffic Safety, and its suggestions were adopted as well. We participated in the investigation of the Ministry of transport, the Ministry of justice and the financial and Economic Committee of the National People’s Congress on the amendment of the law on transport legislation and played an active role. Sixth, the breakthroughs have been made in the work of group standards. Since the start of the group standard work of the institute, the organization and management, operation system and working mechanism of the standardization work have been improved day by day, and the standard development work has been carried out effectively. In this connection, 13 group standards were established this year, and the release ofCode for Compilation and Drawing of Electronic Navigation Chartsfilled the gap in the group standard of CIN, and 5 group standards will be released before the end of the year.

4. Create a new paradigm of maritime science popularization and serve the improvement of the people’s maritime science literacy

Guided by the focus of science popularization work of CAST in 2021, the institute has vigorously carried forward the spirit of scientists and navigation, and held multi-level and multi-form science popularization activities. First, there were colorful popular science activities with maritime characteristics. Combined with the activities of National Science and Technology Week, National Science Popularization Day, and Disaster Prevention and Mitigation Day, local nautical societies, branches and popular science education bases have organized multi-form and wide-coverage popular science activities which all opened to the public according to the industry and regional characteristics. For example, the Special Committee on Ship Design and Inspection Technology has undertaken the compilation ofChinese Ship Records Volume IIand the recording of the documentary ChineseShip Records; the special committee of ship electromechanical held a popular science lecture on the theme of “modern engine management”; the online “2021 National Nautical Science Knowledge Contest” was held with the Committee of Maritime History and Culture Research ; the Maritime Psychology Committee held a mental health theme salon for marine science and technology workers; Jiangsu navigation institute organized the activities of popularizing Maritime Science on campus; Dalian Maritime University held open day activities of visiting “Yukun” ship base and school history exhibition hall; Wuhan University of Technology opened the digital planetarium to explain the knowledge of astronomy and navigation to teachers and students. The science popularization working group of Beihai Rescue Bureau went to the grassroots, schools and other units to carry out drowning prevention knowledge publicity work. The Memorial Hall of the Birthplace of the Navy opened the “Blue Dream” cloud classroom in Taizhou Radio and Television Station and Taizhou Traffic Broadcasting Channel. The institute also organized the 2021 first-ever non-stop voyage around the Arctic Ocean with the China International Cultural Exchange Center, China Pacific institute and Global Navigation (Beijing) Sports Culture Co., Ltd. Second, the first evaluation of the popular science award was recognized in the science and technology award of the CIN. In order to create a new situation in the science popularization work of the institute, prosper the creation of Maritime Science Popularization and display the cultural achievements of maritime science popularization, the selection of science popularization awards was carried out for the first time. A total of 20 works were shortlisted for the first Maritime Science Popularization award. After the preliminary evaluation of the judges, voting and other evaluation links, 14 works such asLittle Navigator Museum SeriesandFuture Navigator Seriescame to the fore, which witnesses a concentrated exhibition of outstanding achievements in the field of maritime science popularization in China in recent years. Third, we reviewed the popular science base of maritime education. Through self-assessment of popular science education bases with a menstrual period of 5 years and the review and evaluation of experts organized by the institute, 25 bases such as Shanghai China Maritime Museum passed the review; 6 bases including the Yangtze River Wuhan Water regulatory search and rescue comprehensive training and crew examination and evaluation base were rectified within a time limit, and 3 bases including Wenling navigation mark exhibition hall were cancelled naming. Fourth, we established the science popularization work committee. In order to implement theOutline of Action Plan for National Science Literacy (2021-2035), the institute has established a science popularization working committee of CIN on the basis of establishing a team of science experts. As a scientific and technological community organization featuring maritime science, the science popularization working committee will support the institute to promote the construction of China’s modern navigation science popularization system by relying on the advantages of resources, tell the navigation story to the public and do a good job in industry exchanges for navigation peers in accordance with the principle of “relying on disciplines, based on reality, innovating forms and expanding channels”. With this in mind, we are able to promote the dissemination of navigation knowledge and scientific conclusions, enhance the people’s marine awareness and scientific literacy in navigation.

5. Encourage innovation, and achieve fruitful results in scientific and technological evaluation, awards and talent recommendation

As the significant ways of our institute to serve science and technology as well as its workers, science and technology evaluation, reward and talent recommendation have played an important role in promoting scientific and technological progress and talent growth. First, the quantity and quality of science and technology evaluation and reward have increased simultaneously. The institute organized experts to conduct scientific and technological evaluations both online and offline on 104 scientific and technological achievements such asKey Technologies and Standardization of Global Application of Smart Containers, and the number of evaluations reached a record high. At the same time, we actively expanded the scope of science and technology evaluation services, tried to carry out the level and ability evaluation for science and technology enterprises, and took robust efforts to the evaluation for major project technical schemes, which is welcomed by the industry. And the highest maritime science and technology award was selected for the first time. Bao Qifan of Shanghai International Port Group Co., Ltd. and Xu Qing of the 701th Research Institute of China Shipbuilding Group Co., Ltd. won the highest maritime science and technology award. With the gradual increase in the popularity, influence and credibility of the Institute of Navigation Science and Technology Award, the number and quality of projects submitted in 2021 have been greatly improved as well. This year, the institute has accepted 120 applications for the Navigation Science and Technology Progress Award and the Navigation Technology Invention Award, 111 of which have passed the formal review. After the preliminary review and reexamination of the Award Review Committee, the publicity and objection handling procedures have been completed, and 99 projects are proposed to be awarded, including 2 special awards, 15 first prizes, 61 second prizes and 21 third prizes. Second, we vigorously carried out the talent recommendation. Four outstanding young marine scientific and technological workers were successfully recommended to be selected into the youth talent promotion project of CAST. The institute actively organized a high-level expert team to launch the selection of marine scientific and technological talents such as “academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering” as well as “the most beautiful scientific and technological workers”, and gave full play to the incentive role of scholarships and grants. Meanwhile, 80 outstanding students from 23 colleges and universities were awarded the scholarship of CIN and China Classification Society this year; the grants from the CIN Zhang Rongfa foundation were distributed to 275 students from 20 colleges and universities to encourage more navigation students to grow into talents.

6. Integrating superior resources and vigorously promoting the periodical construction

In accordance with the goal of establishing a first-class Institute and a first-class sci-tech periodical, the work of sci-tech periodical of our Institute has been greatly intensified. Firstly, a team of professionals has been built. The Institute has nearly 300 reviewers for the two journals, which lays an talent base for controlling the quality and improving academic level of the journal. In order to improve the editorial quality of the editorial department in an all-round way, we have sent staff to participate in the editorial quality training and technical qualification examination of the China Journal Association to further enrich the professional skills. Secondly, the systems and management have been improved and standardized. The regulations for editing and publishing of "Navigation of China" and "Navigation Technology" have been formulated, and the editing and review procedures of the working mode of "editorial department and its branch" have been clarified. The system of review and edition for three times for sci-tech papers should be strictly implemented, the contributions should be strictly checked on in political, academic and literal aspects, and for the fairness and justice of the review of the contributions, the "double blind review" system should be implemented.

Thirdly, the quality and effectiveness of the IT application have been improved. The online contribution and editing system has been established, which has helped to realize the visualized operation of the whole process of submission, editing, revision and solicitation and improve the work efficiency and user experience. Fourthly, periodical quality has been continuously strengthened. We have passed the social benefit evaluation and assessment and check of the State Press and Publication Administration and China Association for Science and Technology with high quality. While deepening the cooperation with authorities such as CNKI, ChinaInfo and CSCD in establishing academic data, we have held seminars on the work of cooperation of sources, expert recommendation, result spread and publishing and reached consensus with representatives of COSCO Shipping, China Merchants Group, Maritime Bureau and industry users. By November, five issues ofNavigation Technology(bimonthly) and three issues ofNavigation of China(quarterly) had been published. In addition, the results of the forum on the spiritual connotation and contemporary value of nautical culture were included and a supplement toNavigation of Chinawas published. The circulation ofNavigation of Chinaregistered a 40 percent increase compared with last year.

7. Promoting the integration of science and technology with industry and enriching Service Products related to Marine Technology

Based on the maritime field, the Institute is clearly demand-oriented and has brought together various resources from government, industry, academia, research and application to provide strong support for the high-quality development of nautical-related industries. Firstly, we have jointly worked with "Science and Innovation China" and promoted the in-depth integration of scientific and technological resources with industrial demand. In 2021, taking the major projects as the link and widely gathering resources of science and technology, industry, government and experts, our Institute has successfully declared and undertaken 7 major projects of China Association for Science and Technology including the " Intelligent Shipping Industry Development Roadmap of China ", "Qingdao Technology Service Group for Intelligent Shipping " and " Technology Service Group for Maritime Safety Emergency Industry ", " Knowledge Renewal Project for Professinal and Technical Personnel ". The project “Qingdao Technology Service Group for Intelligent Navigation and High Quality Development” supported the establishment of Qingdao Shipping Development Research Institute and Intelligent Shipping Venture Park, which promoted the joint scientific research and breakthrough in basic theories and key technologies of intelligent shipping, and has been successfully finished. The "Technology Service Group for Maritime Safety Emergency Industry " mainly carry out VHF communication system application science and technology services for the connectivity of multiple shipboard terminals and multiple shore-based base stations with "safe emergency communication" and "ship-shore cooperation" capability, mainly focused on the water transportation industry in pilot cities of " Science and Innovation China " such as Dalian and Qingdao. Our Institute has completed, jointly with China Communications Information Center, all the required researches of the project and passed acceptance inspection of the Association of Science and Technology. The project of " Research on Intelligent Shipping Industry Development Roadmap of China " has established a project team led by our Society, technically supported by the Water Transportation Research Institute of the Ministry of Transport. The CANSI, Shandong Port Group, Northern Navigation Service Center and Maritime Safety Administration, Shandong Maritime Safety Administration and SSSRI respectively take the lead in 5 sub-fields of intelligentization of ships, ports, supervision, navigation safety and shipping service, and have established a consulting group of more than 100 experts. The project is expected to be completed by the end of the year.

Secondly, carrying out continuing education and training through multiple measures. The secretariat and the Special Committees on Inland Waterway Maritime Affairs, Pilotage and Navigational Beacons carried out continuous training. This year, a total of 9 training courses focused on Marine Technology Award declaration and achievements evaluation, senior job evaluation declaration and group standard setting has been held, with the total number of annual training nearly 1,000. By holding plenty of special training courses good reputation in the shipping field has been established. The Institute, for the first time, undertook the Project on Upgrading the Knowledge of Technical Professionals of China Association for Science and Technology, and trained 180 maritime investigators and salvage engineers to enhance the ability of professional technology transfer and transformation through online and offline methods, which has won the support and praise of Maritime Bureau and Salvage Bureau of our ministry. Thirdly, completing the transfer of government functions. Entrusted by the Maritime Bureau of the Ministry of Transport, our Institute successfully completed the preliminary evaluation of the senior title of ships in 2020 and the number of magnetic compass correction is expected to reach 28,300 for the whole year, registering a year-on-year increase of about 35 percent.

8. Strengthening international exchanges and cooperation to effectively enhance the international influence of the Institute

Despite of the impact of the pandemic, we have worked actively to carry out international exchanges and cooperation, which have yielded good results. Firstly, we successfully held the Asia Navigation Conference 2021. With the theme of "Safety, Green, Intelligence and Cooperation", the conference welcomed more than 2,800 participants from home and abroad through online and offline channels. In preparation, we actively kept in touch with maritime academic societies of other countries and regions in Asia, and invited representatives from Singapore, Myanmar, Thailand, Malaysia, Vietnam and other countries, which further expanded the scope of participants and highlighted the global elements of the Asia Navigation Conference. During the conference, a keynote speech session was added, in which high-level speeches were delivered by renowned experts from China, Japan and the ROK. The speeches delivered by the Chief Safety Officer of the Ministry of Transport and Vice President of the International Federation of Navigation Societies Hiram Hilal enhanced the level of academic exchanges. The Conference not only focused on the hot issues in the field of marine technology and cutting-edge technology, but also put forward a proposal to build a more influential and high level academic exchange platform, to establish an academic community of facts, a value community of virtue and a people-oriented community with a shared future as well as a recommendation of establishing experiment test demonstration area of intelligent navigation among China, Japan and South Korea and got positive responses, which has laid the foundation for leading the direction of the conference, improving its organizational mechanism and deepening Cooperation in maritime science and technology in Asia. Secondly, we are preparing to establish International Port and Navigation Technology Alliance. The establishment work of the "Alliance" has been substantially advanced. For example, core documents such as constitution and rules of procedure have been drafted, and the preparatory symposium with the participation of relevant domestic institutions has been held, which were actively supported by the relevant scientific research institutions and port and navigation enterprises. During the conference, the Institute formally introduced the relevant information of the Alliance to the participants, and invited the Japan Maritime Institute and the Korea Maritime and Harbor Society to join the alliance as co-initiators. The representatives of Japan and South Korea said the establishment of the Alliance is conducive to the development and common advance of maritime technology in Asia and they would join further discussion after receiving the formal invitation documents. Thirdly, we have actively participated in the affairs of the International Aeronautical Federation. This year, our representatives attended the Executive Committee of IAIN and the International Navigation Committee, and supported Professor Huang Youfang, chairman of IAIN Award Committee, to carry out the evaluation of the two major awards and honorary members. Zhang Baochen, executive Vice President of Institute, was elected as senior Vice President of IAIN by the IAIN plenary session and will be responsible for the preparations for the 2024 IAIN World Congress and will take over the presidency in 2024, indicating that our Institute’s deep involvement in the governance of IAIN. Fourthly, preparing for the World Conference on Maritime Science and Technology. We have worked out the conference plan, identified the main organizers of each forum, and started the examination and approval procedures for the conference. In view of the fact that on-site exchange is required during the conference while the pandemic is occasionally severe, it has been postponed to a later date next year depending on the situation of the epidemic.

9. Improving the governance of the Institute and enhancing the ability of innovation and development

2021 is the year that we implemented comprehensive deep reform of the Institute. Under the guidance of theAction Plan for the Establishment of "Double First-class" (2020-2024) by the China Institute of Navigation, we continuously deepen the reform of the Institute. First, we improved the governance structure. A governance structure consisting of political censorship by the Party Committee, decision-making by the council, supervision by the board of supervisors, implementation by the secretariat, and coordination of branch offices has been gradually formed. Second, we revised rules and regulations. As the situation changed, theCompilation of Rules and Regulations of the China Institute of Navigationhas been revised and updated to make the system refined and the content more comprehensive in order to further enhance the constraint and enforcement of rules and regulations. Third, we strengthened organizational and institutional building. On the basis of the targeted liaison branches of secretary general and deputy secretary general in different fields, we further clarified that the Department of General Affairs of the Secretariat take in charge of branch offices, while other departments strengthen business management, service and guidance according to their functions, thus improving the management mechanism of the secretariat branch offices. We clarified and improved the assessment content and indicators of branches, further standardized their management and thus gave them more performance in the Institite. The branch management work of 2021 has been held, during which the work of the branch was arranged and discussed in an all-round way. The adjustment and re-election were steadily put forward, with the special Committees of Technology and Economy for Water Transport Planning, China Salvage Association, Navigation Psychology Committee and the Special Committees on Inland Waterway Maritime Affairs have completed the work, the Special Committees for Environmental Protection and Ecology of Shipping, Waterway Cargo Transport, High-quality Development of Inland Waterways, Navigation Marks and Charts have completed their re-election and the establishment of new institutions. In order to innovate the organization, we established two working committees of membership and science popularization of the Institute. Fourth, we improved member services. In the process of implementing theOpinions of The China Institute of Navigation on Further Improving the Work of Member Servicesand doing six practical matters for members in 2021, the member services have been continuously improved and the principal position of members has been enhanced. We have launched the work of admission of membership in the form of units, individual and collective group and implemented the preferential membership fee policy for individual members in the collective group. We continued the member-oriented policy and gave preferential treatment in activities sponsored by the Institute and encouraged the subscription of periodicals as well as providing members with free online participation convenience in a number of academic exchange activities. In addition, the work of jointly building the home of Marine tech workers with member units has been carried out in many units such as the Water Transport Research Institute of the Ministry of Transport and China Classification Society. With the joint efforts of the secretariat and its branches, the institute had 519 unit members by the end of November 2021, registered an increase of 36% compared with 2020. There are 4,909 individual members, an increase of 16% from 2020.

Fifth, we promoted IT application. According to the idea of the information construction of the Institute, the website service has been optimized, and the member service system, online editing and reviewing system, online application and approval system have been set up. We have built a platform for information release and publicity, mainly on official website and Wechat, supplemented by the "Popular Science China" client, which has greatly increased the release of information and page views. In 2021, two live broadcasts of large-scale online academic exchange activities were organized and two online exhibitions were carried out, and more than 1300 pieces of information were released throughout the year, with 332800 views, registered an increase of 31% and 270% respectively over 2020.

In the past year, under the leadership of the Chinese Association for Science and Technology and the strong support of the Ministry of Transport and other departments, our Institute has made progress in its undertakings, service capacity and all other work. We owe these achievements to the joint efforts and active support of all parties in the navigation field and to the dedication of all the board members and the Institute members. Here, on behalf of the leadership, I would like to express my sincere respect and gratitude to the board members, the general members, the national workers of marine science and technology and the Institute workers for their hard work and efforts.

Summing up the reform and development practice of the Institute in the past year, we drew some profound understandings and experiences. First, as the bridge and link between the Party and the government and maritime technology workers, the Institute should always adhere to the leadership of the Party and adhere to building a strong Institute by Party building. Second, the development of the Institute should keep up with the new situation, tasks and requirements, and earnestly implement all the arrangements of the Chinese Association for Science and Technology. We should keep pace with the times and establish the overall concept of the Institute development focusing on the overall situation of the development of the country and industry. Third, stay true to the original aspiration and firmly establish the concept of "membership oriented, service first". Fourth, the development should be guided by raising innovation awareness and strengthen our capacity building. Strengthening the capacity building is not only the basis for improving the quality and level of service, but also the top priority of the building, development, innovation and improvement of the Institute. Fifth, there is still a certain gap between the development of our Institute and the goal of building a "first-class Institute", the expectation of science and technology workers and the development of the industry. That mainly lies in the insufficient function of the think tank, the loose communication with local navigational societies, membership coverage needs to be further expanded, the brand quality and innovation of academic exchanges should be enhanced and some tasks were not completed as planned because of the pandemic.

Working method and key tasks for 2022

The year 2022 will be a critical year to fully promote the construction of a "first-class Institute". The general idea of our work is to adhere to the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, study in-depth the spirit of 19th CPC National Congress and the 2nd, 3rd, 4th, 5th and 6th Plenary Sessions of the 19th CPC Central Committee, and enhance the "four consciousnesses", consolidate "four matters of confidence", and achieve "two upholds". We will fully implement the important discussions and guidelines of general Secretary Xi Jinping on the work of mass communities, technological innovation, talents, and transport development, and make overall arrangements following the 14th Five-Year Plan for the Development of the China Association for Science and Technology and the 14th Five-year Plan for Comprehensive Transport Development. Focusing on the goals to create first-class Institute with Chinese characteristics, we will fulfill the main responsibility as bridges and links, focus on "Four Services" business, and closely adhering to the theme of the "Four Orientations". We should focus on organizational reform, highlight political checks with party building,, rally the public with academic guidance, improve service efficiency with optimization of the layout, promote major achievements with integration of enterprises, universities and research institutes, enhance international mutual trust through openness and cooperation and deepen reform and refine the governance system so as to make greater contributions to guiding the marine scientific workers to achieve self-reliance and improvement in marine science and technology in a high level, and make greater contributions to the building of a powerful country in science and technology, transportation, maritime and shipping as way to welcome the successful convening of the 20th Party Congress with excellent results.

I. Strengthen overall planning and carry out high-level maritime academic exchanges

1. We will hold a series of activities during China Maritime Day Activity Week. . In order to further enhance the capacity, brand power and influence of China Maritime Day activities, and serve the national strategy more effectively, we will ,starting from next year, spend about one week from July 11 to hold China Maritime Day Forum, Annual Conference of the China Institute of Navigation, China Navigation Science and Technology Expo, International Port and Navigation Technology Alliance Roundtable, China Nautical Science Popularization Week and other activities with China Maritime Day Forum leading China Maritime Day Activity Week.. Among them, China Maritime Day Forum will be Under the guidance of the Ministry of Transport and the Organizing Committee Office for the China Maritime Day organized by China Institute of Navigation. The annual conference, China Navigation Science and Technology Expo, International Port and Navigation Technology Alliance Roundtable, China Nautical Science Week and other activities will be organized by our Institute independently or in cooperation with relevant organizations. It is agreed that China Maritime Day Forum 2022 will be guided by the Ministry of Transport and China Association for Science and Technology, and hosted by The China Institute of Navigation with Dalian Municipal People's Government, China Merchants Group, and Water Transport Research Institute of the Ministry of Transport. The main activities include 9 special forums such as the opening ceremony of China Maritime Day Forum and launching the ceremony of China Maritime Day Activity Week and International Shipping Center Development Forum of Northeast Asia. The key framework for other activities has been put up.

2. Strengthen the planning, coordination and management of academic exchanges, and promote branches to create academic exchange brands combining specialties with the brand. Each committee should undertake, from next year, an open academic exchange activity, which can be held in the name of our Institute or jointly organized with the supporting units of the special committee. By the end of January next year, each special committee shall submit the plans for the open academic exchange activities for next year, and requirements will be clarified in a document recently. The undertaken activities should be arranged monthly, and part of which can be selected to join the annual conference of China Institute of Navigation, and encourage relevant special committees to jointly undertake them. We will build academic exchange brands of China Institute of Navigation held by its branches through continuous efforts for years to come.

3. Continue to strengthen foreign cooperation, and improve the jointly sponsored academic exchanges. The focus will be on the Silk Road Maritime Cooperation Forum, the Arctic Maritime Security and Sustainable Development International Forum, the Cross-Straits Symposium on Maritime Technology and Ocean Engineering, and the National Intelligent Unmanned Boat Search and Rescue Competition.

II. Strengthen the exchanges and cooperation between the globe and regions to enhance the international level and influence of the Institute

4. Successfully carry out the World Conference on Maritime Science and Technology. We will continue to integrate resources, strengthen the coordinated linkage with relevant parties, prepare all the work elaborately, plan the publicity of the conference on a high political position and systematically promote the comprehensive coordination and guarantee conference affairs in order to strive to make the conference a popular and influential international meeting on maritime science and technology.

5. Establish the International Port and Navigation Technology Alliance. Based on the close communication and contact, we will complete the preparatory work in the first half of the year, and hold Navigation Technology Alliance Roundtable during Activity Week of Maritime Day of China next year, so as to establish a regular exchange and cooperation mechanism, give play to the institutional role of the alliance, and promote international and regional cooperation on port and navigation science and technology.

6. Actively participating in international affairs. While actively participate in relevant affairs of international organizations, we will properly make use of a goodwill IMO ambassador and the senior vice president of the International Shipping Alliance to make positive influence around the "double carbon" issue, intelligent navigation and seafarer issues in order to promote the agenda-setting, rules-making and the formation of consensus on the value of "equality, mutual benefit and win-win cooperation" in international organizations. We will support outstanding navigation scientists and experts in conducting exchanges and cooperation with other countries.

Ⅲ. We will continue to improve the integration of nautical science and technology resources and nautical science and technology service level

7. Strengthen the nomination and training of various talents. We will coordinate the resources of all parties to carry out in-depth scientific and technological services such as the evaluation of nautical technicians, scientific and technological training and talent nomination. Focus will be placed on the selection of science and technology Award and Youth Science and Technology Award of China Society of Navigation, and the organization and implementation of the young Talent Promotion project of China Association for Science and Technology (CAST). Closely liaising with the Ministry of Transport, the Ministry of Human Resources and Social Security and other state organs, we can keep updating the knowledge for technical talents in the field of Great Navigation, thus providing more professional guidance for the cultivation of various talents in navigation. We need to establish a system for the “Youth Talent Promotion Project” of CIN and strive to implement it as soon as possible. In addition, the Institute will redouble its efforts in identifying, selecting and training young talents to expand the coverage of the Project.

8. Speed up the development and publicity of CIN’s group standards. We will work harder in the development and publicity of group standards, promote their completion, application and promotion, and increase their recognition in the industry and technical influence, eventually upgrading those mature, high-quality ones into industry standards or national standards. We will continue to explore the construction of the working system and organizational system about CIN's group standards, following up the implementation and the effect. Also, we will set up a group standards working committee, and improve the professional structure of standards experts.

9. Strengthen scientific and technological evaluation and application of scientific and technological achievements. We will further optimize and improve the evaluation methods of scientific and technological achievements, strengthen the connection with the Ministry of Transport and other departments, and increase the practicality of the evaluation methods. By means of technical consulting services and awards for science and technology, we will unite the government, enterprises, universities, research institutes and users to effectively promote the dissemination of scientific and technological achievements.

10. Improve the evaluation quality of science and technology awards. We will adhere to the principle of quality first, strict quality control, strict control of the award rate, and constantly improve the evaluation system, strict evaluation procedures, and continue to enhance the credibility and influence of the HNA Science and Technology Award.

11. Strengthen the capacity of science popularization and enhance the promotion of quality science content. We will give full play to the roles of committee of science popularization experts and working committee, and give support and guidance to nautical colleges and universities, scientific institutions and enterprises and public institutions with quality resources in carrying out science popularization. At the same time, we should also make good use of the resources of nautical bases, improve their serving capacity, and recommend excellent bases to join the “China Science Communication". We will also promote the construction of online navigation museum, promote the resources sharing among inter-museum exhibitions, and establish a quality serving system based on six facets including brand, platform, mechanism, team, reform and position. Also, relying on activities such as Navigation Science Popularization Week, 2022 National Science and Technology Week, 2022 National Science Popularization Day, etc., we can organize a series of activities of Navigation Science Popularization Week to further expand the publicity of nautical knowledge and achievements. Specifically, focusing on the promotion of theHistory of Water TransportandShips of China Ⅱ, we can enhance the cohesion and expand the influence of the industry, and gain wide attention of the society by taking various ways and carriers to publicize the typical figures, important events and achievements of the industry in serving the reform and development.

Ⅳ.Promote the integration of innovation chain, industry Chain and capital chain through the construction of nautical science and innovation platform

12.Strengthen the building of think tanks and improve their decision-making and consulting capabilities. Relying on the member units, branches and China Marine Think Tank, focusing on national strategies and industry development priorities, mobilizing high-level experts to participate in depth, we will continuously study and publish major scientific issues and engineering technology problems in the field of navigation, and provide decision-making reference for national innovation layout and wisdom collection. According to the development needs of the industry, we plan to identify 2 to 4 major topics, strengthen top-level design in terms of resource allocation and talent team, and put forward quality policy proposals with broad vision and strategic insight. At the same time, we will timely release the research results of the think tank, strive to amplify the social impact of the research results, and enhance the social display and influence of the think tank. We will strengthen the team building of the High-level Expert Committee and the Advisory Expert Committee of think tanks, set up expert groups of academicians, and further give play to the important role of academicians and renowned experts in building consensus in the industry and related disciplines and in making judgments on major issues. We will explore ways to establish a membership system of CIN.

13. Deepen the integration of enterprises, universities and research institutes to improve service efficiency. We will take advantage of the Institute's scientific and technological resources, select representative units or typical regions to carry out maritime science and technology service demand collection and docking, and organize authoritative experts in the industry into teams to carry out targeted technical services, and thus establish a docking mechanism between demands and resources, and also promote the integration and development of science and technology and the industry. Also, we will draw the blueprint of industrial development of core technologies and promote joint collaboration among various disciplines, fields, trades and industries.

Ⅴ. Adhere to the political construction as the leadership, the advantages of party building into the Institute's development advantages

14.Thoroughly study, publicize and implement the guiding principles of the sixth Plenary Session of the 19th CPC Central Committee and the 20th CPC National Congress. According to the actual situation of the institute, the party organizations at all levels of the institute should take the study and implementation of the spirit of the conference as the top priority of the study and education work, deeply grasp the spiritual essence, and unswervingly take the "two upholds" as the highest political principle and fundamental political rules. In addition, we also need to study the spirit of General Secretary Xi Jinping's speech in July1 and those at the National Science and Technology Innovation Conference, Conference of academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, and the Ninth National Congress of CAST, and also the Central Talent Work Conference and the Second Global Sustainable Transport Conference to set off The study fever. We should closely combine all the spirits learned so as to guide our members and the nautical science and technology workers to unify their thoughts and actions to the spirit of the Sixth Plenary Session and the 20th National Congress. We should also consciously put into practice the great rejuvenation of the Chinese nation and make contributions to the high level of self-reliance and self-improvement of nautical science and technology.

15. We will give better play to the leading role of Party organizations in politics. We will continue to carry out the educational activities on the theme of "all hearts to the party, self-reliance and self-improvement", and to promote the normalization and institutionalization of the study of Party history. We will strengthen the institutional system of the Institute's Party organization as well as the overall leadership of the Party Committee on the work of the Institute. In addition, we will perform the duties of pre-consideration in "Three Importance and One Greatness" policy-making system by giving full play to the roles of the Party Committee of the Council, the Party groups of the branches and the Party contacts of all the branches, and the Institute's Party organization at all levels can effectively perform their duties. We will promote the integration of Party building and work, realize the smooth unity of Party leadership and governance of the Institute, and transform the advantages of Party building of the Institute into the advantages of work development. Moreover, we will also strengthen the integrity of the Institute, strictly implement the relevant provisions of the Party and national integrity construction, to ensure that the Institute operates in a standardized, clean and efficient manner.

16.Carry out the special activities of the Party building to strengthen the Institute. Around the overall work plan of the Society, we will pool the advantages of resources, highlight the enhancement of organizational cohesion, academic leadership and social credibility, innovate and carry out the special activities of party building to strengthen the Institute. We will jointly and collaboratively carry out flexible, diverse, innovative and dynamic party building activities, to enhance the communication between the Party organization of the Institute and the Party organizations of member units.

Ⅵ Deepen reform, improve governance, and actively promote the construction of first-class institutes with Chinese characteristics

17. Improve the plan for developing first-class institutes with Chinese characteristics. According to the requirements of various plans of China Association for Science and Technology and the construction of first-class institutes with Chinese characteristics, the action plan of establishing first-class institutes with Chinese characteristics should be improved on the basis of the original action plan of "double first-class institutes". In accordance with the implementation plan of “lay the foundation first and then we can make achievements step by step”, we will establish the operation mechanism and working system to adapt to the construction of first-class institutes, and to comprehensively improve the service ability and level of institutes.

18. Do a good job in membership service and development. Embracing with the idea of member-orientation, we will accelerate the dynamic management of members and improve the membership structure. This year, all existing members should be incorporated into the database since the new membership system has been officially online for trial run. At the same time, we should also make use of various methods like on-site research and information platform to understand the comprehensive needs of members, meet individual needs on the basis of targeted routine services, and develop a demand-oriented program of “eight practical things in member services of 2022” and ensure its implementation. We should continue to expand the scale of membership, improve its structure, and actively develop individual members in maritime colleges, research institutes and related enterprises, and strive for the number of individual members to exceed 10,000 next year.

19. Comprehensively promote the construction of the “Home of Marine Scientists and Technicians”. On the basis of the pilot experience in 2021, we will implement the joint construction of Marine science and technology workers' homes in all member units to build a career home, an organization home, a spiritual home and a service home for Marine science and technology workers.

20.Strengthen the construction and management of all the offices and branches. We will strengthen the cadre building, improve the political ability and professional level of cadres in the Institute to adapt to the new requirements of this new era to lead reform, promote development and ensure stability. We will strengthen the staff’s capacity training and upgrading, and expand the introduction of outstanding talents. At the same time, we will also improve the branch management and assessment system, give fuller play to the support position of branches in the Institute's organization, and coordinate and strengthen the membership development work of branches. Specifically, we should establish a dynamic adjustment and updating mechanism, encourage the establishment of more professional, more sophisticated and distinctive branches in emerging and cross-disciplinary frontiers, and enhance the depth and breadth and cohesion of the Institute in contacting and serving nautical science and technology workers. And we will also complete the formation of the Water Transport Safety Engineering Committee, the Ship Lift Technology Committee, and the Dredging Technology Committee.

21.Improve the mechanism of committees and working committees. We will give full play to the unique roles of the high-level committee, the advisory expert committee of China Nautical Think Tank, the membership working committee, the nautical science popularization working committee and the editorial committee of science and technology journals in the work of the Institute, and thus make them become the "think tank" and "leading geese" of the construction and development of the institute. We will also establish Group Standard Committee and Nautical Culture Committee.

Strengthen the management of periodicals, promote the brand building of first-class periodicals, and release a graded catalog of quality scientific and technical journals in the field of waterway transportation. We will runNavigation of ChinaandMarine Technology, improve the system of three reviews and three proofs of periodicals, and make preparations to accept the social efficiency assessment. We will ensure that the circulation ofNavigation of Chinawill be steadily increasing, and the circulation ofMarine Technologywill increase by no less than 10% annually. We will also carry out study and evaluation of internal academic journals sponsored by branches and local navigational institutes, strengthen supervision and guidance, fully implement the responsibility system of ideological work, and explore the construction of navigational journal clusters to make them important position for academic discussion, technical demonstration, problem research, scientific popularization, and promotion of culture and news propaganda.

23.Strengthen the construction of information technology. In accordance with the principles of comprehensive planning, integrated design, and high efficiency, we will promote the construction of a digital platform covering multiple systems such as working, membership management, conference registration, science popularization management, online exhibition, journal editing, and magnetic compass adjustment, so as to build a one-stop resource and service platform with comprehensive coverage, high efficiency, intelligence and convenience.

24 Construct a pattern of coordinated development of navigation institute. We will actively promote the cooperation between the Institute and the branch support units, member units, local nautical institute, and strive to form an overall situation with information sharing, action coordination, work linkage, and mutual promotion.
