The Party Committees of both China Institute of Navigation (CIN) and the Waterborne Transport Research Institute conducted the joint-learning activity on Party member activity day with the theme of "promoting self-reliance and self-improvement of high-level water transport science and technology" in the afternoon of November 8. The Party Secretary and president, He Jianzhong, Deputy Secretary of Party Committee and Vice president, Zhang Baochen, the member of discipline inspection committee and the director of the board of supervisors, Cao Di, and the member and secretary-general of the committee Yan Xiaobo as well as a group of party members of the administration participated in the activity at the Waterborne Transport Research Institute.
The meeting was presided over by Liu Shubin, Party secretary of Institute, in which He Jianzhong delivered a speech and Zhang Baochen made a keynote speech. In addition, the member of party committee and dean of the Institute Fei Weijun made a statement, and deputy dean and chief engineer Zhu Jianhua delivered a keynote speech.. More than 30 people from party committees, directors of relevant departments and representatives of researchers from both sides attended the meeting, during which principals made exchanges. The participants are from the branches of CIN like Container Transport Committee, Ship Finance Committee, Waterway Cargo Transport Committee, Ship Pollution Prevention and Ecology Committee, and CIN centers of development, security, environmental protection and energy saving, and maritime affairs supported by Pilot Committee.
The activity was centered on learning the keynote speech of President Xi Jinping at the opening ceremony of the Second Global Sustainable Transport Conference. Participants studied and implemented the spirit of talent working conference of the central government ,aiming to implementthe Outline of Building a Transport Powerandthe Outline of the National Comprehensive Transport Network, to promote the self-reliance and self-improvement of high-level waterborne technology, and thus to accelerate the construction of a world’s talent center and innovation highland.
The president of CIN He Jianzhong pointed out that the joint learning activity between the Party Committees of CIN and the Waterborne Transport Research Institute is a concrete act to thoroughly study and implement President Xi's speeches. According to President Xi’s requirement of "continue to promote innovation-driven development and strengthen the driving forces " in the Global Sustainable Transport Conference, Waterborne transport must take the lead in building our country with strong transportation network, so that it can become the pioneer in the field of transportation, promote self-reliance and self-improvement of science and technology in waterborne transport and earnestly shoulder the responsibility and mission of being pioneers in realizing modernization.
He Jianzhong stressed that the Institute and CIN should give full play to their respective advantages, and strengthen cooperation to promote the development of waterborne technology. It is necessary to speed up the construction and development of waterway channels, accelerate the reform of waterborne modes, and tackle the problems of direct transport between river and sea. Meanwhile, we should constantly improve the waterborne governance system and mechanism and continue carrying forward researches on nautical spirit and culture, thus jointly entering a new phase of connectivity, circulation and communication in transportation.
After sharing the understanding and experience of learning the keynote speech delivered by President Xi at the opening ceremony of the Second Global Sustainable Transport Conference and the spirit of the talent working conference of central government, Zhang Baochen introduced the connection between the CIN and the Institute, and put forward pertinent suggestions to the institute on its development of scientific research.
Fei Weijun stressed the need to effectively implement the spirit of President Xi’s speech and the conference spirit, as well asthe Outline of Building a Transport Powerandthe Outline of the National Comprehensive Transport Network, and promote the realization of self-reliance and self-improvement on science and technology in waterborne transport. Accordingly, we have to meet the following requirements. First, further improve the position and raise awareness to take the lead in effectively speeding up the construction of our country with strong transportation network. Also, we need to make joint efforts to promote the construction of a marine power under the guidance of the CIN. Second, we need to promote self-reliance of high level waterborne transport technology with focus on our main responsibilities and the main business, and on the five special committees platforms of CIN supported by the Institute. We should further highlight the advantages of researches in waterborne transport and make efforts in scientific research and talent fostering to achieve the "14th Five-Year Plan" goals, and thus achieving quality development. Third, provide good "four services" and actively take the initiative to serve the relevant work of CIN as a technical support.
In his speech, Liu Shubin stressed that this year marks the 100th anniversary of the founding of the CPC, and today, when we put our in-depth study of Party history into practice, we need to strengthen the understanding and mastery of President Xi’s spirit on science and technology, talent and transportation based on joint learning and construction; and further enhance our sense of responsibility and mission to speed up the construction of our country’s transportation strength according to the requirements by the Party central committee and ministerial leading party members’ group and be pioneers in building our country into a modern one.
Zhu Jianhua made a report on the situations on scientific and technological innovation, service for the ministry and achievements of the Institute during the "13th Five-Year plan" period, as well as the exchanges and cooperation between the Institute and CIN, and also further arrangements and plans.
Later, the leaders of CIN and the Waterborne Transport Research Institute jointly unveiled the board "Home of Marine Scientists and Technicians".
