Entrusted by President He Jianzhong, I am now making a work report to the third session of the ninth council. Here I mainly report on the completion of the main work since the second session of the ninth council of CIN and the basic work ideas and main task arrangements in the second half of this year. Please review.
The year 2021 marks the 100th anniversary of the founding of the Communist Party of China (CPC) and the beginning of the 14th Five-Year Plan. For more than half a year, guided by Xi Jinping Thought on Socialism with Chinese Characteristics in the new era, we have implemented the spirit of the 19th National Congress of the CPC, the second, third, fourth and fifth plenary sessions of the 19th CPC Central Committee. We have put much emphasis on building a powerful country in science and technology, in navigation, in transportation and in shipping. We also coordinated all aspects of work including the construction of CPC’s branch and think tank, scientific and technological and member service and academic exchanges to promote the development of first class CIN of the new era with Chinese characteristics and make great contributions to the development of maritime science and technology and marine industry.
There are five main aspects of CIN’s work over the past six months.
We have conducted the in-depth study of CPC’s history and given full play to the leading role of its ideology and politics. CIN has carried out active study of CPC’s history, adhered to strengthening the institution by Party building and boosted the political and organization appeal to branches, members and a large workers in science and technology. Firstly, we have earnestly organized the history study. On the basis of comprehensive implementation of the arrangements for the study of CPC’s history, we have held an expended study session in central group of Party Committee online and offline firstly. The secretary and deputy secretary gave lectures on the history, and all members of the secretariat of CIN and representatives of all branches have participated. Besides strengthening the study of the CPC’s history, these measures have also systematically conveyed the spirit of the “Three Sessions in Science and Technology” and the important speeches made by General Secretary Xi Jinping and Premier Li Keqiang, especially the call to promote high-level scientific and technological self-reliance, to all branches in time. Secondly, we successfully applied for the project of CAST 2021 on strengthening the institution by Party building, and carried out the practical activities on the theme of “The Hearts of all People Towards CPC, Committed to Self-reliance, From the Red Boat to the Shipping Power” in conjunction with the project of “Tracing the Red Footprints and Carrying out the Special Activities of Strengthening the Institution by Party building”. We have looked back upon the development history of navigation under the leadership of CPC, and have drawn the blueprint of navigation. Thirdly, after all comrades watching the live broadcast of the celebration of the 100th anniversary of the Party, the central group of the Party Committee organized the study of Xi Jinping’s important speech on July 1. All members shared their own work experience and found gap combined with the construction of the country and CIN, laying a significant ideological foundation for planing and advancing CIN’s work. Through these activities, the political position, theoretical literacy and ideological level of the staff have been improved, and the creativity, cohesion and fighting power of the Party branch of CIN have also been enhanced. Fourthly, according to the requirements of “Two Full Coverage” of Party building, we have actively explored the work mode integrated with business and daily work, formulated the work plan of arranging the business work and Party building work of branches together, guided branches to establish the contact mechanism of Party building and actively carried out relevant activities. Fifthly, we have made the Party Committee effectively play the role of political and ideological leadership and organizational guarantee in CIN work. In addition to three central group studies, we held three meetings of Party Committee, preposed the review of 14 major priority issues to ensure the absolute leadership of the Party Committee.
2. We have planed and organized a series of activities about “The Forum of China Maritime Day”, fully reflecting the leading role of CIN to promote international cooperation orderly.
In the first half of this year, CIN planed and organized a series of academic exchange activities represented by “The Forum of China Maritime Day”.
The first activity was the “The Forum of China Maritime Day”, which was guided by CIN and co-organized by Kunming Municipal Government, China Waterborne Transport Research Institute and China Communications Construction Company Ltd.. The theme of it was “Start a new journey, and Create a new future together”. The opening ceremony and the main forum were held online on July 11 due to the epidemic. President He Jianzhong, Zhao Chongjiu, Vice Minister of MOT, Qiu Jiang, Vice Governor of Yunnan Province, Secretary General of IMO Lin Keiser, President of International Association of Institutes of Navigation John Pottle, and leaders of Kunming City made remarks repctively. The leaders of three major central enterprises, President of China Seafarers’ Construction Union, academicians and other renowned experts delivered speeches, putting forward a series of valuable views and suggestions focused on the theme and combined the current situation and the long-term development of navigation, shipping, shipbuilding, marine engineering and logistics, coalescing the consensus on development and promoting international and domestic exchanges and cooperation.
The six scheduled forums were all ready to be held. Among them, the Maritime Culture Forum was integrated with the Originally planned second symposium of the China Navigation Think Tank 2021. And they were to be held on the morning of August 24 in Beijing with the theme of “the spiritual connotation and contemporary value of maritime culture” as the highlight of the follow-up activities of “The Forum of China Maritme Day” in 2021. Five thematic forums, including China International Seafarers Forum, China International Ship Technology and Safety Forum, Port and Maritime Enterprise Development Forum, Basin and Sea Area Collaborative Governance and Development Forum, and Inland Waterway Shipping High Quality Development Forum, will be held as soon as the epidemic situation improves. Many member units and individuals participated in hosting this forum, and the newly established Special Committee on High Quality Development of Inland Waterway Shipping took the lead in hosting Inland Waterway Shipping High Quality Development Forum. Other branches and local institutions also made contributions in different forms, fully reflecting the spirit of CIN’s collaborative development. In addition, after consultation with Dalian Municipal Government, it has been basically confirmed that “The Forum of China Maritime Day” will be held in Dalian in 2022.
The second activity is the Annual Academic Conference in 2021. Its theme is “Safe, Green and Intelligent”, and it adopts the model of “1+3+1”, i.e. one conference, three special forums and one exhibition of maritime scientific and technological achievements. All specific forums will be hosted by Ship Electrical and Mechanical, Communication and Navigation and Maritime Psychology respectively. Dalian Maritime University, COSCO Shipping Dalian Investment Co., Ltd. and CIN in Liaoning Province have provided great support to the preparation of the conference. At the same time, it will be also an award-giving ceremony for scientific and technological prizes, which will be awarded to the projects that have won first and special prize of Navigation Science and Technology Progress and Invention Award last year and the maritime scientists who have won the first highest Navigation Science and Technology Prize. The branches and local CIN have recommended 87 papers to the conference, which is 30% more than last year. After primary evaluation, 24 outstanding papers will be exchanged in 3 thematic forums. The Academic Annual Conference will also attach much importance to the great achievements of the China Navigation Science and Technology Award and the Major Science and Technology Innovation Achievements Database of MOT from 2018 to 2020. Due to the impact of the epidemic, the Annual Academic Conference could not be held in Dalian or Beijing as scheduled. Taking all factors into consideration, CIN has decided to hold the third session of the 9th council of Chinese Institute of Navigation in the same place and the same time in the fourth quarter of this year.
The third activity is the World Conference on Navigation Science and Technology. The purpose of the conference is to build a world-renowned platform for high-end academic exchanges of maritime academic and industrial technology to promote the common development of navigation science and technology in China and abroad, and to serve the construction of a world navigation science and technology community with a shared future. The first conference will be co-hosted by CIN, Qingdao Municipal Government, China International Exchanges Center and COSCO Shipping. The theme is opportunities and challenges of intelligent shipping, and Blue Valley in Qingdao has been chosen as the location of the conference. The main activities include the opening ceremony, Ship Intelligence Forum, Navigation Security Intelligence Forum and Shipping Service Intelligence Forum. We will organize members to visit Qingdao Intelligent Container Port and Qingdao Ship Intelligence Navigation Monitoring and Command Center. The meeting time was originally planned in November, but it will be adjusted according to the epidemic situation.
The fourth activity is the Annual Asian Navigation Academic Conference., which has been postponed to this year due to the pandemic. It will be undertaken by the Tianjin Research Institute for Water Transport Engineering. At present, only the domestic call for papers has reached over one hundred, which is a significant increase compared with previous years. The conference will be held in Tianjin Binhai New Area on October 19. Welcome all executive directors and members to attend the conference.
The fifth activity comprises other activities. CIN also held a number of other academic exchange activities jointly with relevant organizations this year. The successful ones include the Forum on Shipping Finance to Facilitate the High-Quality Development of Northeast Asia International Shipping Center jointly sponsored with Dalian Municipal Government, and the Cross-Straits Navigation Academic Symposium with Fujian Association for Science and Technology. Those that have been and are still being prepared include the Silk Road Maritime Cooperation Forum with Fujian Provincial Government, the International Symposium on Polar Navigation Safety and the Unmanned Boat Maritime Search and Rescue Competition with Dalian Municipal Government. In the first half of this year, the professional committees of CIN have organized a number of academic exchange activities in their own fields, such as “the Seminar on New Materials for Polar Ships” and “the Salon on Shipping Risk Solutions from the Perspective of Shipping Insurance”, which discussed new concepts, technologies and achievements in relevant fields.
The sixth activity involves actively boosting international cooperation. The “Belt,And Road Initiative” Articles of Association Rules and Procedure of International Port and Navigation Science and Technology have been preliminarily formed. We are negotiating with relevant institutions at home and abroad to establish the Alliance during the first World Conference on Navigation Science and Technology. The work together with IAF has achieved obvious results. Huang Youfang, the former President of the Board, as the Chairman of the IAF Awards Evaluation Committee, presided over the evaluation of three awards this year with the assistance of CIN Secretariat. The recommended results were approved by the IAF Executive Committee. The nomination of the CIN’s Director as the candidate for the next IAF President or Vice-President has been also approved by the IAF Executive Committee and will be submitted to the committee of the whole for election in November this year. If elected, it will mark a new stage of CIN in the deep participation in governance of international scientific and technological organizations.
Three Extensively carrying out marine science and technology services and improving the institute’s influence through down-to-earth efforts.
We officially launched the declarations such as 2021 Science and Technology Progress Award of CIN and 2021 Navigation Technology Invention Award, and we have completed the evaluation of the highest maritime technology award. As we successfully recommended four young talents to be selected into the “Young Talents Support Project” hosted by Innovative Integration Alliance of China Association for Science and Technology Member Societies, and actively recommended candidates for the “Most Beautiful Scientific and Technological Worker” award and other awards for CAST. As such, the institute has gained more and more influence in talent recommendation.
We have revised theEvaluation and Implementation Methods for Scientific and Technological Achievements of the CINand submitted it to this conference for further deliberation. At the completion of the evaluation of 11 scientific and technological achievements including theResearch and Demonstration of Regulation Technology of the “Golden Channel” of the Yangtze River, we have evaluated the corporates’ scientific and technological capability and major project technical scheme feasibility evaluation work, which made a breakthrough for the institute in scientific evaluation.
Among the 28 group standard proposals, 13 group standard proposals of CIN have been confirmed in the first phrase, And theNorm for Compilation of Electronic Nautical Chartsand theConstruction NormforEcological Revetment of Restricted Inland Waterwayhave passed the evaluation and will be released soon.
Entrusted by the Ministry of Maritime Administration, we successfully completed the preliminary evaluation of the assessment of senior professional titles of ship industry in 2020.
We completed the work assessment of each magnetic compass service branch of the previous year and hosted the 2021 Magnetic Compass Technological Service Working Meeting of CIN, and totally corrected 12642 times of ship’s magnetic compass in the first half of this year.
We organized and carried out training service, including Training courses on application and achievement evaluation of Marine Science and Technology awards, training courses on knowledge of group standards and and the publicity-oriented training of legal inspection technical rules for checking of fishing vessels.
In the first half of this year, we conducted extensive research to set this year’s working masterplan which prioritized maritime culture and mariners’ roles in the new era, shipping business as a support to China’s new dual circulation development pattern, development approach and solutions for maritime digitalization transformation, shipping development strategy with the aim of carbon reduction and carbon neutralization; set a think-tank workshop plan once a quarter; we organized and arranged monographic studies. We practiced the work on recommendation and selection of special researchers of think tank, selecting the first batch of 31 special researchers from 104 candidates after preliminary selection, verification, check, and approval, and arranged research tasks for them.
In combination with the selection of major scientific issues and projects proposed by CAST in 2021, we organized and held a symposium of China Maritime Think Tank. After assessment by many academicians and prestigious experts, we submitted 4 subjects, namelyHow to Overcome Technical Problems on Manufacturing and Security Engineering of Deep-sea Navigation Equipment,How to Implement High Standard Construction ofgreen ecological channelin Inland Rivers, and Yangtze River in Particular,How to Build Up a Smart Ship-shore Cooperative System and Scientific Experimental Facilities,How to Implement the Project of the North Section of Beijing-Hangzhou Canal Crossing Yellow River after Re-navigation, as major technological problems. After preliminary online voting, review and appraisal and final appraisal, CAST released a list of top 10 problems of engineering technology in 2021 on July 28, and the project -How to Overcome Technical Problems on Manufacturing and Security Engineering of Deep-sea Navigation Equipmentwas on the list successfully. Our institute won the title of “2021 Outstanding Recommendation Unit” and “Outstanding Organizer from 2018 to 2021” conferred by CAST. The other three items recommended by the institute will be submitted to relevant authorities as the products of China Maritime Think Tank.
In order to improve high quality development of inner river shipping, President He Jianzhong organized maritime experts to put forward some suggestions to strengthen financial funds as basic guarantee, issue central bonds of Yangtze River shipping construction, increase investment in scientific research and innovation, and develop an innovative project of “New Generation Shipping System”. And these suggestions have been submitted as formal proposals to the two sessions this year.
Our institute has participated in each and every major activity of he Ministry of Justice and the National People's Congress during the revision process ofMaritime Traffic Safetyand played an important role. To revise and implement themaritime traffic safety, the branches of the institute and experts concerned proposed to fulfill the “agreement “with high standard and participate in signing the “agreement”. We give support to series of suggestions on strengthening the country through shipping industry from the macroscopic strategy and national legislation level. We worked with the Ministry of Transport, the Ministry of Justice and the NPC in investigation and discussion of the revision of Maritime Traffic Safety Law for several times, and the suggestions we offered were adopted.
We have actively improved the integration of innovative chain and industrious chain. We have worked with China Waterborne Transport Research Institute to accomplish the project of“Qingdao Shipping Intelligence and High-Quality Development Scientific Service Group”of CAST, hosted the symposium on shipping industrialization and high quality development, supported the construction of Qingdao shipping development research institute and Intelligent navigation startup hubs, and promoted the intelligent shipping basic theory and key technology of joint scientific research.
Last year, we successfully declared “Research on the Development Path of China’s Intelligent Shipping Industry” of CAST. To make ships, port, surveillance, navigation guarantee, and navigation service more intelligent, we established a team technologically supported by China Waterborne Transport Research Institute in all respects and five research groups led by China association of the national shipbuilding industry, Shandong port group co., Shandong MSA, Northern navigation service center, Shanghai ship and shipping research institute respectively. Consulting expert panels covering all sub fields have been set up and all the research groups have worked on compiling corresponding outlines to perfect the work.
In the first half of the year, we have made strenuous efforts to promote the construction of socialization, informatization and standardization of science popularization. We opened an official account of “maritime science popularization” in WeChat, and an account of “Navigation of China” in Tiktok, and we successfully registered the platform of “Science Popularization of China”, providing platforms for Marine science and technology workers to carry out science popularization.
We completed preparations for the release of the sub-reports of China's Maritime Science and Technology Development Report. We actively organized units concerned and Science Education Base of CIN to engage in activities such as Activities for Disaster Prevention and Mitigation in 2021, National Day of Science and Technology Workers in 2021, and National Science and Technology Week in 2021.
We organized the declaration and evaluation of the first science popularization award of CIN, and solicited science popularization-oriented works from the industry and society.
In line with China International Culture Exchange Center, Pacific Society of China, and Global Navigation (Beijing) Sports Culture Co., Ltd., we jointly hosted the circumnavigation of the Arctic Ocean in 2021 that never has been experienced in human history before. This event is a large-scale, multi-disciplinary Marine science popularization and cultural activities that connect environmental protection, scientific research and adventure along the Arctic. On June 30, the Arctic Ocean circumnavigation flotilla, headed by Captain Zhai Mo, set sail from Shanghai port. It has entered the Arctic Ocean and is sailing in the Northeast Passage.
Four The two journals have completed the adjustment of their own publication and successfully taken the first step towards the world first-class journals
In order to promote the construction of "double first-class", CIN decided last year to change the management of "China Navigation" and "Navigation Technology" from entrusted management to direct management, and the implementation of the work is basically in place.
First, the registered site of the two journals were changed from Shanghai to Beijing, realizing direct management and distribution.
Second, the management of editing department was basically on the right track, and the headquarter worked well with its 6 branches. The online submission and editing system realizes a series of visualized operations of the whole process, such as submission, editing and revision, which greatly improves the work efficiency.
Third, we established a reviewing team with nearly 300 experts for the two journals, laying a talent foundation to secure high-quality journals and improve academic levels. Until now, two issues ofNavigation of Chinaand four issues ofMarine Technologyhave been distributed. At the end of July, subscriptions to China Navigation were 2.4 times those of last year.
Fourth, apart from deepening cooperation with digital journals like CNKI and Wanfang Database, we have started to develop digital journals.
What should be emphasized is that our institute will take charge in the project of tiered catalogue of high-quality science journals in water transport field in 2021 ratified by CAST after our declaration. The compiling of reviewing standard and working rules of journals in waterway shipping has started and the reviewing expert commission of tiered catalogue of high-quality science journals are being set up. We believe that the implement of the project will further improve the institute’s service capability, academic leadership and journal influence.
Five Making solid efforts to strengthen self-construction and improving self-service capability
The year 2021 is a year for the Institute to comprehensively promote the transformation of governance structure and governance mode into in-depth development. According to the arrangement of the second session of the ninth council, our institute has mainly boosted construction in three aspects to solve prominent problems that we have to meet with in the process of building a first-class institute. Fortunately, we have made good progress.
1. Implementing the plan for adjusting branch offices and promoting the work of reelection.
Water Transport Planning and Technological and Economic Committee of CIN, China’s Rescue and Salvage Committee of CIN, Marine Psychology Committee of CIN, and Inland Maritime Committee of CIN have completed their re-election. Shipping Environmental Protection and Ecology Committee of CIN, Waterway Cargo Transport Committee of CIN, Inner River High Quality Development Committee, and Chart Standardization Committee of CIN have completed re-election and re-establishment. As the preparatory work of Aids to Navigation Committee of CIN has been promoted in order, it is expected to be established in the third quarter of this year.
2. Promoting standardized operation and effective play of branch offices
First, improve the branch management mechanism of the Secretariat of the Institute, further clarify that the General Affairs Department is responsible for centralized management of branches, while other functional departments are in charge of scientific and technological services and academic exchanges. The secretary-general and deputy secretary-general each contact several special committees to further provide services, supervision and guidance to the special committees.
Second, we will try to encourage and support the special committees to play leading roles in major academic exchange activities. For example, Marine Electromechanical Committee of CIN, Communication and Navigation Committee of CIN, and Marine Psychology Committee of CIN hosted the special forum of this year’s Academic Annual Conference of CIN, and Inner River Transport High Quality Development Committee hosted the sub forum on high quality development of inner river transport of China Maritime Forum. In the future, we will work with special committees to plan academic exchange activities, encourage the committees to bid for academic exchange activities so as to make the committees play leading roles in academic annual conferences and make them play increasingly important roles in membership service, academic exchange, scientific service and construction of think tanks.
3. Strengthening membership service and development
We publishedSuggestions on Further Improving Member Service,proposed 6 practical suggestions for membership service in 2021, which aimed at meeting different demands for members at different growth stages. Through commendation and award, talent recommendation, academic exchange, journal subscription, we will help our members to grow and create better innovation. Member service measures have been put in place, and some are under way. In order to speed up the development of unit members, we have tried to widely combine unit members with activities, and have printed the working procedure of transforming branches into unite members of the institute. As for individual members’ development, we clarified the working mechanism to coordinate with branches, enabled member units to join the institute as individuals or groups. The pilot work carried out in CoSCO Shipping Foreign Labor Service Cooperation Co., Ltd. and China Communications Water Transport Planning and Design Institute Co., Ltd. has achieved practical results.. On the basis of original systems of the institute, we integrated, modified, refined and updatedCompile of Rules and Regulations of CINaccording to development situation and reform of the institute, serving as a system guarantee for work of the Institute to operate in accordance with the law and regulations. The characteristic of our institute’s work in the first half year was to focus on planning and implementation, so that our work levels in many aspects are improving. On behalf of the party committee and leadership of the institute, I would like to take this opportunity to express thanks to all directors, executive directors and leadership groups of branches for your dedication, to all members and maritime scientific and technological workers for your support, engagement and devotion, to CIN for good guidance and support, and to Ministry of Transport and other departments concerned for your help and support!
Comrades, although we have made progress, we need to be keenly aware that there are some weak points in meeting CAST’s demand, and members’ and scientific workers’ expectations. More specifically, more efforts need to be done to improve the capability of integrating innovative chain and industrial chain, and offering good service to members. For example, the work related to think tanks is not systematic enough, and suggestions from Think Tanks are not influential; we lack sufficient conmunication with local CIN; The joint force of Marine science popularization and innovation platform has not yet formed; we lack sufficient implementation in membership service, and the cohesion of our institute should be further strengthened. All these problems should be addressed in our future work.
Standing members! As for the work of CIN in the second half of the year, the president will put forward latter. Let me stress on some key points.
1. We will study the spirit of the General Secretary's Important Speech on July 1 and further consolidate the work measures for the Conference on Party Building and Strengthening
First, we need to fully appreciate the significance of speech.
At the historic juncture of the two Centenary Goals, China has embarked on a new journey to build a modern socialist country in all respects. On July 1, Xi Jinping, the general secretary, addressed the important speech standing on the grand vision of history, present and future, reviewing the glorious history and great historical contributions that all Chinese people of all ethnic groups have made led by CPC for 100 years since the founding of CPC, profoundly illustrating the governance philosophy and strategy of CPC, and looking into the bright future of Chinese nation’s great rejuvenation with the aim of “ learning from history and creating the future”. This important speech was a grand summary of the centennial fighting history of CPC, a heroic announcement of a new journey toward building China into a modern socialist power in all respects, a severe mobilization to realize the great rejuvenation of Chinese nation, as well as an epochal document of Marxism in the 21st century. The speech plays an important and profound role to activate all party members, all Chinese people of all ethnic groups to make strenuous efforts to overcome difficulties and continue their struggle to push forward the historic process of the great rejuvenation of the Chinese nation. It has charted the course and provided guidance for us to do our work well now and in the years to come.
Second, we need to fully understand the significance of the institute’s organization to learn the spirit of the speech addressed by general secretary Xi Jinping on July 1, and take the learning as a major political task to implement seriously. Our institute, serving as an organization of the party to unite with the mass and a bridge to connect maritime scientific and technological workers, needs to take popularization and implementation of the spirit of the speech addressed by general secretary Xi Jinping on July 1 as a major political task, and combine the implementation of the spirit of the speech with institute’s principle and mission. By learning CPC’s glorious centennial struggle, we will unite and guide maritime scientific and technological workers to follow CPC’s words and path, have firm faith in their ideals, beliefs, and political orientation. All workers need to strengthen” four consciousnesses”, “four matters of confidence”, and carry out “two upholds”. We need to proactively carry forward and inherit the great spirit of CPC since its founding that stay true to truth, ideals, practice founding mission and task, fear no sacrifice, be loyal to the party and people, and educate party members and cadres at all levels to bear in mind the mission, be brave to take responsibility, and to forge ahead, strive to achieve the great rejuvenation of the Chinese nation.
Third, in the spirit of General Secretary Xi Jinping's "July 1" important speech, the party building work of the Society is guided, the party organization construction of the institute's branches is further promoted, the "two full coverage" of the party organization and the party work of the Institution is realized, and the effective integration of the party building work and the professional work of the Society is promoted.
First, we need to further pass on the spirit of “three conferences on science and technology” to members, deploy member units to well organize the study of the important speech addressed by general secretary Xi Jinping and other leaders of the CPC central committee at “ three conferences on science and technology” and work report of president Wan Gang at the 10th National Congress of CAST, and mobilize maritime scientific and technological workers to devote themselves to high-level self-reliance and self-improvement through science and technology and innovation.
Second, on the basis of the research and refinement of the navigation spirit in the new era, we need to study how to promote the navigation spirit, the spirit of scientists and the spirit of craftsmen in the navigation field.
Third, we need to do the application, evaluation and popularization of 2021 CIN Science and Technology Advancement Award well, further enhance the reputation of the Award, and do good job in recommendation and nomination of nation-level awards such as National Science and Technology Progress Award and National Technological Invention Award.
Fourth, we need to work hard to launch the evaluation work of marine science and technology, and strive to keep the number of evaluation items basically stable and improve their level by expanding the areas and objects of evaluation. We will release first batch of CIN’s group standard in due time, summarize and evaluate the work on CIN’s group standard, and organize the work on evaluation of next year’s standard item initiation. We will strengthen the service management on magnetic compass service and strive to realize online management.
Fifth, we will well plan the recommendation of talents both in this year and next year, assist MSA in the evaluation of 2021 senior professional titles of ship industry.
Sixth, we will complete the “Roadmap for China’s Intelligent Shipping Technology and Industry Development” in high level standard, and the Project of “Tiered Catalogue of High-Quality Science Journals” in shipping field.
Seventh, we will enrich creation form and distribution channel of scientific education works, set up a maritime science popularization committee, explore new mechanism and momentum to strengthen science popularization. We will actively join in science popularization hosted by CAST and Ministry of Transport, and widely conduct science popularization activities in line with institute’s feature and industry’s reality. Combined with the study and publicity of “One History and One Record” in water transport, we will focus on the publicity ofChinaShip Spectrum - Volume 2.
Eighth, we will launch a series of brand cultivation projects such as juvenile sailing education publications. We will introduce important maritime knowledge into textbooks, class, and campus.
Nineth, we will earnestly study how to establish mechanism of the influential and attractive "Marine science and innovation platform" and explore how to make “the Platform for Nautical Science and Innovation” work when combined with specific projects.
Three We should organizing academic exchange activities deliberately to further advance our level of international academic exchange and cooperation.
First, we will ensure the success of the 2021 Asian Maritime Academic Conference and the 2021 World Maritime Science and Technology Conference.
Second, we will strengthen collaboration with cooperation units to handle well in Silk Road Maritime International Cooperation Forum, Intelligent Shipping Summit, International Symposium on Sustainable Development and Shipping Security in the Arctic, International Port Culture Forum and other academic exchange activities.
Third, we will focus on the preparatory work for the establishment of the "Belt and Road" Port and Shipping Alliance.
Fourth, we will prepare for taking over the presidency and vice presidency of International Shipping Federation.
Fifth, we should study how to increase the attraction of the annual conference of CIN to members and its influence on the industry and society, so as to make the annual conference serve members, enhance the leading force of maritime technology, enhance the value of shipping and popularize maritime culture.

Four We should focus on building a maritime think tank platform to further highlight the advantages of cross-border intelligence gathering
First, we will work hard to complete the determined task of think tank study, make good plans and prepare and organize for three think tank special symposiums, and put forward suggestions for think tank at least four rounds.
Second, we should plan the priorities and ideas of the work of China's maritime think tanks next year, host conferences of Think Tank Management Committee and Think Tank Consulting Committee at an appropriate time. By doing so, we will study how to increase the influence of China’s Maritime Think Tank, and further demonstrate the advantages of crossing border and pooling talents.
Third, we will strengthen capability construction of Secretariat of Think Tank Management Committee, fully activate the enthusiasm and subjective initiative of member units and maritime scientific and technological workers, which enables the think tank to be more effective, aspiring and influential.
Five we should optimize inner management of CIN in a systematic way, and further enhance the institute’s “three characters” and “three types” and service capability.
First, with the core content of political guidance by the Party Committee, decision-making by the Council, supervision by the Board of Supervisors, implementation by the administrative organs and coordination among branches, the Institute will continue to improve its internal governance mechanism, and earnestly maintain and enhance the political nature, advanced nature and mass nature of the Party's mass work and mass organizations.
Second, in accordance with General Secretary’s orientation to responsibility that” all organizations of CAST at all levels should remain commitment to doing service for scientific and technological workers, innovation-driven development, improvement of national scientific literacy, and scientific decision-making of CPC and the government”, we will propel the construction of openness, hub and platform organization of CAST in bottom-up way. We will unite and lead mass scientific workers to march toward scientific innovation, organize actions of innovation and pioneering, boost prosperous development in science and technology as well as science popularization so that our institute can be a true mass organization to unite and contact scientific and technological workers under the leadership of CPC and an important power for scientific innovation. We will further push forward the construction of branches, and accelerate to cultivate their ability to provide all-round services, making it develop healthier, more useful and making more contributions. We will proactively explore management and service models that are both in line with national policies and suitable for the development of branches, help them coordinate the relations of all parties, and create conditions for the construction and development of branches. In addition,
We should also strengthen supervision over the work of special committees and make preparations for the assessment of special committees according to new standards next year.
We should ensure the re-election of the Special Committee as schedule and organization of the new committee in all respects.
Third, we shall promote the professionalization reform of the secretariat and its administrative bodies, and explore the professionalization of the secretariat in special committees where conditions permit.
Fourth, we will remain committed to strengthen the institute’s system construction, further improve management systems so as to form scientific institutional system and make the institutions more effective.
Fifth, we will make sure that all preparation work of six practical matters of member service will be fully implemented, and the six practical matters will be implemented within this year. we will establish member working committee, improve membership development such as admission of individuals and groups organized by member units in order to achieve a significant increase in the number of members.
Sixth, we will try to jointly explore methods and experience to establish member service centers and home of nautical technology with member units and local institutes through pilot programs, and create conditions to let members experience warm service, thus shorten the physical distance with the institute.
Seventh, we will focus on the quality of two journals, implement working plan of digital journals and steadily increase the circulation and influence factors of the journals.
Eighth, we will hold the third session of the ninth council meetings and plan the work ideas and key tasks of CIN for next year.
