The 2020 “Development of Intelligent Shipping” Cloud Forum Successfully Held Online

The 2020 “Development of Intelligent Shipping” cloud forum, jointly sponsored by China Institute of Navigation (CIN) and Dalian Maritime University (DMU), was held online on the afternoon of June 6 As an important part of the 111th anniversary of DMU, this forum invited members of CIN, teachers, students and alumni of DMU, as well as related personnel of shipping enterprises and research institutions.

He Jianzhong, president of CIN, attended the meeting and delivered a statement. He pointed out that shipping is an important foundation to support China’s economic and social development as well as a crucial force to promote world economic development. General Secretary Xi Jinping stressed that an economic power must be a maritime power and a shipping power. As a new form of modern shipping industry, intelligent shipping is not only the forefront and trend of the development of global shipping industry, but also the key field of promoting the construction of China’s transportation power and maritime power. It is also an important content of building and improving modern comprehensive transportation system. Last year, “Guidance on the Development of Intelligent Shipping”, issued jointly by the Ministry of Transport and other seven ministries, clearly defined the strategic goal of the development of intelligent shipping and put forward ten major construction tasks and related requirements, and thus pointed out the direction, planned the path and provided guarantee for the construction and development of intelligent shipping in China. This year, influenced by COVID-19, the domestic and international situation is complicated and changeable, which puts forward new requirements for how to develop intelligent shipping in China and brings new research topics. We should seize the opportunity for “new infrastructure” development, earnestly carry out the instruction of General Secretary Xi Jinping, create new opportunities out of crises and open up new prospects in changing circumstances nurture, and thus cultivate new advantages to adapt to the new development pattern and participate in international cooperation and competition. CIN has always been taking the responsibility of serving the national strategy and actively facilitating the high-quality development of China’s shipping industry. So, this forum was jointly held by CIN and DMU in the hope of gathering majestic strength, tracking academic hot topics, predicting the frontier direction, and helping China open a new chapter in the development of intelligent shipping.

Xu Zuyuan, president of the 7th Council of CIN, attended the meeting as an alumnus of DMU and delivered a speech. He pointed out that the shipping industry, in the face of the new situation, should adhere to the globalization strategy, speed up the construction of the international supply chain system. It should also accelerate the layout of overseas strategic ports and warehouses through cooperation with ports and routes along the “Belt and Road” Initiative to enhance the country’s ability to mobilize maritime resources for emergency and protect the country’s transportation security. It is hoped that everyone could work together to provide new ideas and solutions for the development of intelligent shipping during the epidemic.

As the keynote speaker, Zhang Baochen, executive vice chairman of CIN, delivered a speech entitled “Achieving Leading Intelligent Shipping Technology for Ships to become an Intelligent Shipping Technology Power”. He introduced relevant understanding and key difficulties of intelligent shipping technology for ships, as well as the structure of its system. He emphasized that intelligent shipping technology for ships is the key and “head goose” that leads the development of intelligent shipping technology, and that the mature, independent and leading development of intelligent shipping technology requires the mechanism to encourage mass innovation and the support of public experimental test conditions, and even more needs a liberal application environment created at home. Only by seizing the opportunity of intelligent shipping, will China’s shipping industry embark on the fast lane of intelligent development and realize the dream of moving from a big shipping country to a strong one.

Sun Yuqing, vice chairman of CIN and president of DMU, delivered a keynote speech entitled “Research, Development and Practice of Intelligent Ships”. He pointed out that the technical research, development and application of intelligent ships is an inevitable requirement for safer navigation and cleaner ocean, a concentrated embodiment of the deep integration of shipping industry and shipbuilding industry, and a representative of the future of shipping development. The key to the development of intelligent ships and intelligent shipping lies in relevant talent guarantee. DMU will always insist on putting talent cultivation in the first place, implementing the classified cultivation of navigation and maritime talents, promoting the teaching reform of navigation majors, and establishing a talent training mode adapted to the new form of intelligent shipping industry.

The following eight experts were invited to deliver keynote speeches respectively in the discussion session. They are Sun Jiakang, director and deputy secretary of the CPC Leading Group of China COSCO Shipping Co., Ltd.; Liu Peng, deputy director of the Waterborne Transport Bureau of Ministry of Transport; Ning Bo, director of the Shipping Supervision Department of Maritime Safety Administration of Ministry of Transport; Xie Chunlin, chairman of China Merchants Energy Shipping Co., Ltd.; Zhang Lanshui, managing director of Singapore Dasin Holdings Pte. Ltd.; Fang Xiuzhi, director of Shipping Business of Bank of Communications Financial Leasing Co., Ltd.; Caroline Wu, president of Maersk Shipping Co., Ltd. Greater China Region; and Chu Beiping, dean of the Law Faculty of DMU. The speeches were delivered from a multi-dimensional perspective, including the whole chain and elements of the development of intelligent shipping and the new challenges of shipping development during the epidemic, which gave great inspiration to intelligent science and technology innovation, industry development and maritime education.

At the end of the meeting, Zheng Shaonan, Secretary of the Party committee of DMU, made a concluding speech. He pointed out that the success of “The Development of Intelligent Shipping” forum held online is a special gift for the 111th anniversary of China’s higher maritime education. DMU will closely keep up with the forefront of technology, accelerate the deep integration of new technology and school running, and is willing to join hands with all parties to share resources, complement each other, build a new platform and mechanism for cooperation and development, so as to jointly build China’s pioneer of the development of intelligent shipping, and contribute more wisdom and strength to the construction of a country with strong transportation network.
