On June 19, the 2018 World Transport Convention opened at the China National Convention Center in Beijing. As one of the main activities of the convention, the China Institute of Navigation and Shanghai Maritime University co-organized the Inauguration of Centre for Global Navigation Research. People attending this convention included the first maritime ambassador of the International Maritime Organization and the former deputy minister of the Ministry of Transport, Xu Zuyuan, the chairman of the China Institute of Navigation and the president of the Shanghai Maritime University, Huang Youfang, the Vice Chairman of the Standing Committee of China Institute of Navigation, Cao Di, the director of the Donghai Navigation Safety Administration MOT, Wang Hexun, Vice President of Dalian Maritime University, Liu Zhengjiang, Vice President of Shanghai Maritime University, Yang Wanfeng, Secretary General of China Institute of Navigation, Wang Qun and Deputy Secretary General of China Institute of Navigation, Gu Weiguo, as well as personnel from shipping enterprises, universities and research institutes, etc. Yang Wanfeng, Vice President of Shanghai Maritime University, presided over the inauguration.

In his speech, Chairman Huang Youfang said that the China Institute of Navigation and Shanghai Maritime University have always paid close attention to the safety of navigation in the global waters and have carried out active and extensive research. In order to actively respond to the 19thCPC National Congress on accelerating the construction of a Maritime Powers and a country with strong transportation network, especially with the implementation of the Belt and Road Initiative, China has accelerated the pace of moving toward the world and the research on navigation in the South China Sea has become normal, which make the study of the navigation of other waters increasingly urgent and important. Shanghai Maritime University and China Institute of Navigation jointly launched the establishment of the Centre for Global Navigation Research, which actively exerts the academic advantages of Shanghai Maritime University in the study of important global water navigation conditions, and gives play to the team advantage of the Chinese Institute of Navigation as an academic group in the field of navigation. Carrying out normal research on global hotspot waters will provide reference for national strategic development and will also play an active role in enhancing China's influence in the shipping field.

Professor Wang Zhiming from the Merchant Marine College of Shanghai Maritime University introduced the main contents of theResearch Report on Navigation Status in the South China Sea, 2017from the overview of the South China Sea waters, routes and navigation guarantee in South China Sea, analysis of AIS vessel traffic flow. Studies show that the route distribution in the South China Sea is scientific, the route selection is free, and the navigation of the ship is smooth and safe. China's security for the South China Sea is necessary and reliable. At present, the situation in the South China Sea is developing in a positive direction.

The Centre for Global Navigation Research was jointly launched and established by Shanghai Maritime University and China Institute of Navigation in June 2018. It gives full play to the team strengths and professional advantages of the China Institute of Navigation and Shanghai Maritime University in the study of navigation conditions in important global waters and highlights the scientific, objective and impartial perspectives of third-party assessments of academic groups. In addition, it focuses on the normal research of the global hotspot waters.
